MOTION TO ACCEPT THE MEASURE A CITIZENS’ ADVISORY COMMITTEE BUDGET REPORT - FISCAL YEAR ENDING JUNE 30, 2026

RECOMMENDATION
It is recommended that the City Council approve a motion to accept the Measure A Budget Report for the Fiscal Year ending June 30, 2026 (Attachment A).

Summary
The Measure A Citizens’ Advisory Committee was established to provide independent oversight of revenues and expenditures associated with Measure A (Public Safety Transaction and Use Tax) funding provisions.
Pursuant to the Committee Charter (Resolution No. 2013-10-08-1505) and adopted Bylaws, the Committee is responsible for reviewing financial information related to Measure A and submitting an annual report to the City Council. The report includes an assessment of revenues, expenditures, and programmatic use of funds dedicated to public safety services.
The Fiscal Year Ending June 30, 2026, Budget Report provides the Committee’s review of:
• Adopted and projected revenues for Measure A and Measure B
• Expenditures by department and program area, including Police and Fire services
• Staffing levels and operational expenditures supported by Measure funding
• Variances between budgeted and actual or projected financial activity
• Fiscal trends impacting Measure revenues, including changes in sales tax performance
• Committee observations regarding the allocation and use of Measure funds
The Committee’s report is intended to enhance transparency and accountability by providing an independent review of voter-approved funding dedicated to public safety.
Present Situation
The Measure A Citizens’ Advisory Committee reviewed the Fiscal Year Ending June 30, 2026, Budget Report at its duly noticed public meeting held on October 23, 2025. Following the discussion, the Committee approved the report by Motion 2025-10-23-0409 for submission to the City Council.
