It is recommended that the City Council adopt a resolution establishing a new classified/represented position of Fire and Emergency Medical Services (EMS) Support Services Analyst for the Stockton Fire Department and assign the salary range.

Summary
City Council is being asked to establish the proposed new single-incumbent, non-sworn, administrative support classification titled Fire and EMS Support Services Analyst. This position will be responsible for performing a variety of advanced, complex clerical and technical administrative duties that require specialized knowledge of the Fire Department's EMS and training programs.
DISCUSSION
Background
The Fire and EMS Support Services Analyst classification will reside within the Stockton Fire Department’s Division of Training and EMS Division. This position will perform specialized duties that directly support personnel certification, mandated training compliance, EMS licensure, and financial documentation associated with refualted programs such as the California Firefighter Joint Apprenticeship Committee (Cal-JAC). Errors, ommissions, or delays in these areas may result in loss of funding eligibility, audit findings, or impacts to emergency response staffing and service delivery.
Present Situation
The Stockton Fire Department’s Division of Training and EMS Services Division support core public safety functions that are highly regulated and directly tied to operational readiness. Administrative support within these divisions requires advanced clerical expertise, technical accuracy, and familiarity with Fire and EMS-specific systems, terminology, and regulatory frameworks. The scope and consequence of this work materially exceed that of a general Office Technician assignment.
The Fire and EMS Support Services Analyst classification is not intended to replace or duplicate existing office support positions but rather to recognize the sustained, specialized clerical work required to support the Fire Department’s training and EMS operations. This postion will support department-wide administrative resiliency through structured cross-training with Fire Administration, ensuring continuity of operations during staffing changes, peak workloads, or emergency events.
Classification
The proposed Fire and EMS Support Services Analyst classification is a single, non-sworn, advanced journey-level, administrative support position assigned exclusively to the Stockton Fire Department. The incumbent will require working knowledge of Fire Department operations, EMS regulations, and training program administration. This position supports mission-critical functions related to regulatory compliance, personnel readiness, public safety outcomes, and regularly works with sworn personnel, external oversign agencies, and time-sensitive documentation. The Fire and EMS Support Services Analyst classification will be included in the Civil Service system, placed in the SCEA - Professional and Technical Services bargaining unit. In addition, the classification will be non-exempt under the Fair Labor Standards Act (FLSA).
