It is recommended that City Council approve a motion to ratify the San Joaquin Council of Governments’ Annual Financial Plan for Fiscal Year 2025-26.

Summary
The San Joaquin Council of Governments (SJCOG) requests ratification of its Annual Financial Plan (AFP) for Fiscal Year (FY) 2025-26. The SJCOG Joint Powers Agreement requires the AFP to be ratified by a majority of the eight-member governments, of which the City of Stockton is a member. The AFP implements the SJCOG FY 2025-26 Overall Work Program, which includes ongoing and new projects and services.
There are no General Fund or unrestricted funds appropriated directly for SJCOG operations.
DISCUSSION
Background
The SJCOG is a joint-powers authority comprised of the City of Stockton, San Joaquin County, Lodi, Manteca, Tracy, Ripon, Escalon, Lathrop and Mountain House. In addition, the Port of Stockton, San Joaquin Regional Transit District, and Caltrans District 10 are ex-officio members. The City of Stockton is represented by three of the twelve members of the SJCOG Board of Directors by appointees from City Council. Currently, members of the board are Mayor Fugazi, Councilmember Enríquez, and Councilmember Ponce, and Councilmember Padilla as alternate member.
The SJCOG adopted the Annual Plan for FY 2025-26 on March 27, 2025, with their resolution R-2025-24. The SJCOG joint-powers agreement requires that a majority of the member governments ratify SJCOG’s budget each year, prior to June 30.
Present Situation
Attached is a request for ratification of the SJCOG Annual Financial Plan (Attachment A). The Annual Financial Plan implements the FY 2025-26 Overall Work Program (OWP) that was also adopted by the SJCOG Board on March 27, 2025.
The attached excerpt of the Annual Financial Plan (AFP) provides a summary of revenues and expenditures by cost category and line item comparing the approved FY 2025-26 budgets with the current year (FY 2024-25) adopted budget, as most recently amended, along with the FY 2023-24 actual expenditures. Revenues and expenditures total $55,267,077.00, representing a 9.09 percent decrease from the previous fiscal year.
FINANCIAL SUMMARY
The operations and projects of the SJCOG are funded through local sales tax, state and federal grants, special assignments and fees. The City of Stockton may participate in funding specific infrastructure projects in cooperation with the San Joaquin Council of Governments; however, no General Fund or unrestricted funds are appropriated directly for SJCOG operations.
