body
Summary
Under City Charter Section 1908, operating budget appropriations automatically lapse at year-end unless expended, encumbered, or re-authorized by the Council. In order to complete programs identified during the FY 2025-26, available budget balances of $10,546,981 are recommended to be continued into FY 2026-27.
DISCUSSION
Background
As part of the year-end fiscal close process, budget staff collaborate directly with department directors and fiscal officers to identify uncompleted or unencumbered programs from the previous fiscal year. To ensure alignment with the City's strategic goals of financial stability and transparency, staff carefully evaluate project statuses and use established City Council priorities as key criteria for determining which initiatives warrant continued funding. Following this review, staff perform a thorough reconciliation of accounts to confirm that only verified, available unspent balances for these qualifying projects are officially recommended for carryover into the new fiscal year budget.
Present Situation
Continuation of FY 2025-26 Appropriations
Pursuant to Section 1908 of the City Charter, operating budget appropriations lapse at the end of each fiscal year if not expended or encumbered. With this requirement in place, programs lose funding at year end unless Council takes action to continue the appropriation into the following fiscal year. Following a review of budgets and activities in FY 2025-26, departments have identified funded programs that could not be encumbered or completed prior to the end of the fiscal year on June 30, 2026. To complete these programs, it is recommended that the FY 2025-26 budgets identified in the table below be continued to FY 2026-27 to complete the specific programs listed in the following table. Budget balances for each program will be reviewed and only available balances will be continued to FY 2026-27.
