Staff recommends that the Committee review the pending recommendation R1.2 for the 2023-24 San Joaquin Civil Grand Jury Report - City of Stockton Crisis in Government Case #0123 and consider forwarding a recommendation for action to the City Council.

Summary
The City must provide a response to the Civil Grand Jury by September 2025. The Committee is asked to review the potential response and consider forwarding a recommendation to Council.
DISCUSSION
Background
The City received the 2023-24 San Joaquin Civil Grand Jury Report - City of Stockton Crisis in Government Case #0123 on June 10, 2024. The report included the following recommendation:
R1.2: By March 31, 2025, the City Council should adopt rules for handling unlawful threatening Communications received by City officials and employees. Unlawful threats, not covered under the First Amendment, should be referred to the District Attorney’s office.
On September 4, 2024, the City responded to the report with an update for pending items due by April 2025. The City’s response to R1.2:
CITY RESPONSE:
The City's Charter Officers (Manager, Attorney, Auditor, and Clerk) plan to work together, in coordination with the City Council's Audit and Legislative Committees, to discuss and prepare appropriate and relevant draft policies for review and approval by the full Council no later than March 31, 2025. A progress update will be provided to the Grand Jury and Presiding Judge in April of 2025.
An extension was requested by Council motion 2025-06-03-1212 on June 3, 2025.
CITY RESPONSE: The City’s Charter Officers (Clerk and Attorney) will work together, in coordination with the City Council’s Legislation Committee, to discuss and prepare appropriate and relevant draft policies for review and approval by the full Council no later than August 31, 2025. A progress update will be provided to the Grand Jury and Presiding Judge in September 2025.
A progress response to this item is due to the Civil Grand Jury in September 2025.
Present Situation
Staff now presents for the Committee’s consideration and potential recommendation to Council, the following response to R1.2.
CITY RESPONSE:
The City Acknowledges the Grand Jury’s recommendation R1.2. City of Stockton Administrative Directive HR-64 - Workplace Violence Crisis Management Policy, addresses the procedure for handling threats received by City Official and employees. The city further developed written Workplace Violence Prevention Plans in accordance with guidance received from Cal/OSHA.
For the Committee’s review, staff has attached Administrative Directive HR-64 - Workplace Violence Crisis Management Policy (Attachment A).
