RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing Contract Amendment No. 2 with Brenntag Pacific LLC for the purchase of sodium hydroxide for wastewater treatment in the amount of $280,000 for a total contract amount not-to-exceed $978,000.

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of the resolution.

Summary

 

The Municipal Utilities Department (MUD) operates and maintains the Regional Wastewater Control Facility (RWCF), an advanced tertiary wastewater treatment facility with a 55 million-gallon per day (MGD) capacity, located adjacent to the San Joaquin River. The RWCF treats wastewater within the City of Stockton, special districts outside the City, and certain San Joaquin County areas before being discharged into the San Joaquin River.

 

Various chemical compounds are commonly used under state and federal regulations in wastewater treatment. They play an essential role in removing impurities, improving water quality, and protecting public health. MUD staff use sodium hydroxide in the wastewater treatment process to adjust pH levels, increase the alkalinity of the aeration basins, and support the removal of pollutants.

 

If approved by the City Council, this action will authorize Contract Amendment No. 2 with Brenntag Pacific LLC for the purchase of sodium hydroxide for wastewater treatment in the amount of $280,000 for a total contract amount not-to-exceed $978,000.

 

DISCUSSION

 

Background

 

Sodium hydroxide is a highly effective and cost-efficient chemical that enhances the biological treatment process, protects infrastructure, and ensures compliance with treated wastewater discharge requirements.

 

On May 13, 2025, the City Council adopted Resolution 2025-05-13-1215, authorizing a contract with Brenntag Pacific LLC (Brenntag) in the amount of $544,000 for the purchase of sodium hydroxide for wastewater treatment.

 

Contract Amendment No. 1 increased the not-to-exceed amount by $154,000, bringing the total to $687,000.

 

Over the past year, sodium hydroxide usage at the RWCF has increased significantly. This increase is attributed to chemical use by new RWCF Modifications Project treatment processes.

 

If approved by the City Council, Contract Amendment No. 2 (Exhibit 1 to the Resolution) will add an additional $280,000, revising the not-to-exceed amount to $978,000.

 

Present Situation

 

After reviewing average monthly sodium hydroxide usage for the first ten months of the fiscal year, staff determined that increased demand requires an additional $280,000 in contract funding for chemical purchases.

 

If approved by the City Council, Contract Amendment No. 2 will increase the total contract amount not-to-exceed $978,000.

 

FINANCIAL SUMMARY

 

There is sufficient budget in account number 6513-000-650005-610-000-00-65-000-000 for the Fiscal Year 2025-26 to purchase the necessary chemical.

 

This action has no impact on the General Fund, or any other unrestricted fund.
