ADOPT RESOLUTION TO TRANSFER FUNDS AND APPROVE CONTRACT CHANGE ORDER NO. 2 FOR THE PIXIE WOODS TREE TRIM AND BRUSH REMOVAL PROJECT

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Transfer funds in the amount of $148,518.29 from the Pixie Woods Improvement, Project No. WP22054, to the Pixie Woods Tree Trim and Brush Removal, Project No. WD22013. 

 

2.                     Approve Contract Change Order No. 2, in the amount of $183,132.61, with P31 Enterprises, Inc. of Oroville, CA, for the Citywide Tree Maintenance, Project No. WE22052.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Pixie Woods is located at Louis Park, west of Shimizu Drive.  The lagoon at Pixie Woods is surrounded by 178 palm trees that lend themselves to the park.  While visually appealing, the palm trees have not been maintained in over 70 years.  Funding will allow the pruning of 58 palm trees surrounding the lagoon and the pruning of 38 palm trees and brush removal on the two islands inside the lagoon to allow the features on the island to be visible (Attachment A).

 

P31 Enterprises, Inc. will perform the additional work included in Contract Change Order (CCO) No. 2 in the amount of $183,132.61 which provides the additional work to trim the palm trees and remove the brush on the islands.

 

Staff, along with the Pixie Woods Board, agree there is an immediate benefit to the park in transferring funding from the Pixie Woods Improvement project to the Pixie Woods Tree Trim and Brush Removal project to allow pruning of the remaining overgrown palm trees and removal of overgrown brush surrounding the two islands.

 

It is recommended that Council adopt a resolution authorizing the transfer of funds, in the amount of $148,518.29, to the Pixie Woods Tree Trim and Brush Removal, Project No. WD22013.  It is also recommended that Council approve CCO No. 2, in the amount of $183,132.61, with P31 Enterprises, Inc. of Oroville, CA, for the Citywide Tree Maintenance, Project No. WE22052.

 

 

 

DISCUSSION

 

Background

 

On November 16, 2021, by Resolution No. 2021-11-16-1501, Council allocated $12.7 million for 35 Council priority projects. Of that amount, $250,000 was allocated for tree trimming and brush removal at Pixie Woods, and $80,000 was allocated to upgrade the irrigation at Pixie Woods.

 

On April 7, 2022, a Contract for Services was executed with West Coast Arborists, in the amount of $98,077, to prune 49 trees and remove 7 trees throughout Pixie Woods. 

 

On May 3, 2022, by Resolution No. 2022-05-03-0903, Council allocated $10.2 million in funding for Council priority projects.  Of that amount, $1.1 million was allocated for projects at Pixie Woods as part of Council priority projects.  Project improvements include the carousel, train, and dredging of the lagoon. 

 

On October 28, 2022, a Contract for Services was executed with Brightview Tree Care Services, Inc., in the amount of $80,362, to remove 46 palm trees surrounding the lagoon at Pixie Woods. 

 

On July 7, 2023, the City executed a Construction Contract with P31 Enterprises, Inc. of Oroville, CA, as authorized by Council Resolution No. 2023-06-20-1501. The contract, in the amount of $3,791,766.09, is for Citywide tree maintenance, removal of unhealthy trees, stump grinding, and pruning of trees along City streets.

 

On April 4, 2024, the City Manager approved CCO No. 1, in the amount of $57,497.40, to provide additional palm tree pruning at the Pixie Woods Amusement Park. 

 

Present Situation

CCO No. 2 with P31 Enterprises, Inc. will allow for the pruning of 58 palm trees surrounding the lagoon and the pruning of 38 palm trees and brush removal on the two islands inside the lagoon to allow the existing figures within the island to be visible.

 

Currently, staff is working on assessing the full scope of repairs needed for the train, and the infrastructure needed to make the train fully functional.  It is anticipated that it will take about a year to complete the assessment.  Staff, along with the Pixie Woods Board, determined that pruning the palm trees is necessary to provide better operational needs for the Pixie Queen boat, one of the park's main attractions. The palm trees drop fronds into the lagoon, floating in the water, and get caught in the motor of the boat. 

 

It is recommended that Council adopt a resolution authorizing the transfer of funds, in the total amount of $148,518.29, to the Pixie Woods Tree Trim and Brush Removal, Project No. WD22013. 

 

FINANCIAL SUMMARY

 

With the transfer of funds in the amount of $148,518.29 from the Pixie Woods Improvement, Project No. WP22054, to the Pixie Woods Tree Trim and Brush Removal, Project No. WD22013, there will be sufficient funding to complete the project. 

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
