It is recommended that the City Council approve a motion to authorize the City Manager to execute Professional Services Contract Amendment No. 3 in the amount of $92,000 with Kjeldsen, Sinnock & Neudeck, Inc. for additional design services and to extend the contract expiration date to June 30, 2027, for the Mormon Slough Sanitary Sewer Line Rehabilitation, Project No. UW18030.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Mormon Slough Sanitary Sewer Line Rehabilitation, Project No. UW18030, will rehabilitate or replace the sewer pipe in the Slough between Sierra Nevada Street and Bieghle Avenue (Attachment A). The project was included in the 2018-23 Five-Year Capital Improvement Plan (CIP).  On April 2, 2019, by Motion No. 2019-04-02-1111, Council authorized the award of a Professional Services Contract in the amount of $123,999.97 to Kjeldsen, Sinnock & Neudeck, Inc. (KSN) of Stockton, CA, for professional design services of the project. 

 

On January 26, 2021, by Motion No. 2021-01-26-1211, Council approved Professional Services Contract Amendment No. 1 in the amount of $81,386.17 for additional design services.  These services were necessary to upsize a segment of the project sewer line within Mormon Slough together with additional geotechnical investigation, permitting, and environmental documentation.

 

On April 28, 2022, the City Manager administratively approved Professional Services Contract Amendment No. 2 in the amount of $73,386.  This amendment was for additional design and geotechnical services to upsize an additional sewer line on Sierra Nevada Street from Anderson Street to Worth Street in accordance with the Wastewater Master Plan (Master Plan) Update.

 

Professional Services Contract Amendment No. 3 in the amount of $92,000 is for design and associated services to realign the sewer as required by the California Central Valley Flood Protection (CCVFP) Board.  This amendment requires Council authorization as the cumulative amount for Professional Services exceeds the administrative change order authority available.

 

It is recommended that Council approve a motion authorizing the City Manager to execute Professional Services Contract Amendment No. 3 in the amount of $92,000 with KSN for additional design services and to extend the contract expiration date to June 30, 2027, for the Mormon Slough Sanitary Sewer Line Rehabilitation, Project No. UW18030 (Attachment B).  It is anticipated that the design will be completed in January 2026 with construction completion in December 2026.

 

DISCUSSION

 

Background

 

The Municipal Utilities Department has implemented a Condition Assessment Program for the City’s sewer infrastructure comprised of Closed-Circuit Televised Video inspection, pipe cleaning, and engineering evaluation. This program generates a prioritized list of sewer replacement and/or rehabilitation projects for inclusion in the City’s CIP. The program identified a 24-inch sewer trunk line along Mormon Slough for rehabilitation or replacement. Project No. UW18030 will rehabilitate or replace approximately 1,795 feet of existing 24-inch pipe along Mormon Slough between Sierra Nevada Street and Bieghle Avenue (Attachment A). The project was included in the 2018-23 Five-Year CIP. 

 

On April 2, 2019, by Motion No. 2019-04-02-1111, Council authorized the award of a Professional Services Contract in the amount of $123,999.97 to KSN of Stockton, CA, for professional design services of the Mormon Slough Sanitary Sewer Line Rehabilitation, Project No. UW18030. 

 

While this project was commencing, the City’s Master Plan was in the process of being updated.  Preliminary results of the Master Plan Update analysis determined that the 24-inch sewer trunk line within Mormon Slough should be increased to 30-inches to accommodate flows projected by the draft Master Plan.  Additional design services were necessary for KSN to upsize a segment of the project sewer line together with additional geotechnical investigation, permitting, and environmental documentation.  On January 26, 2021, by Motion No. 2021-01-26-1211, Council approved Professional Services Contract Amendment No. 1 in the amount of $81,386.17 for additional design services, environmental studies, and permitting for the project. 

 

The Final Master Plan Update recommendations also included upsizing a section of the Sierra Nevada Street sewer system connecting to Worth Street from 27-inch to 30-inch.  On April 28, 2022, the City Manager administratively approved Professional Services Contract Amendment No. 2 in the amount of $73,386 for the additional design and geotechnical services required to upsize the sewer line on Sierra Nevada Street from Anderson Street to Worth Street.

 

Present Situation

 

The original design prepared by KSN followed the alignment of the existing sewer line.  This included a segment under Wilson Way that is within the theoretical wet area of Mormon Slough as defined by the CCVFP Board.  After review of the draft plans, the CCVFP Board required the sewer pipe to be realigned outside the designated wet area, resulting in additional costs for redesign and permitting. The project also incurred additional costs generally due to extensive regulatory permit coordination required of the Army Corp of Engineers, California Department of Fish and Wildlife, and CCVFP Board.  Professional Services Contract Amendment No. 3 in the amount of $92,000 is necessary to complete redesign and coordination of activities required for final permitting.

 

Professional Services Contract Amendment No. 3 in the amount of $92,000 requires Council authorization as the cumulative amount of Professional Services Contract Amendment Nos. 1 and 2 exceeds the administrative change order authority available.

FINANCIAL SUMMARY

 

There is sufficient funding in the Mormon Slough Sanitary Sewer Line Rehabilitation, Project No. UW18030, to approve Professional Services Contract Amendment No. 3 with KSN in the amount of $92,000.  With approval of Professional Services Contract Amendment No. 3, the revised contract amount with KSN will be increased to $370,772.14.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
