APPROVE MOTION TO AWARD A PROFESSIONAL SERVICES CONTRACT FOR THE CIVIC AUDITORIUM ASSESSMENT PROJECT

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.
2. Award a Professional Services Contract to Page and Turnbull, Inc. of San Francisco, CA, in the amount of $312,167 for professional services of the Civic Auditorium Assessment, Project No. WT24035.
It is recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
The Civic Auditorium Assessment, Project No. WT24035 consists of a facility conditions assessment for the Stockton Memorial Civic Auditorium (Civic Auditorium), located at 525 North Center Street (Attachment A). The Civic Auditorium will be 100 years old in November 2025. The Assessment will provide an evaluation of the existing condition, programming, venues, and function. The Civic Auditorium has the potential to provide more rentable space, servicing additional regional needs including larger meetings and conferences with capacity for breakout space, in addition to supporting multi-purpose events. However, a comprehensive assessment of the Civic Auditorium is needed to identify the facility’s existing conditions and prioritize and quantify the necessary improvements needed to bring the Civic Auditorium up to today’s venue standards for full utilization.
On July 17, 2024, the City advertised a Request for Proposals (RFP) for the Civic Auditorium Assessment project. On August 26, 2024, eight firms submitted proposals for this project. The Selection Committee evaluated the proposals and found Page and Turnbull, Inc. of San Francisco, CA, to be the most qualified and highest ranked firm.
It is recommended that Council approve a motion authorizing the City Manager to execute a Professional Services Contract, in the amount of $312,167, with Page and Turnbull, Inc. It is anticipated that the Civic Auditorium Assessment will be completed by spring 2026.
DISCUSSION
Background
The Civic Auditorium is a century-old building of historical significance located at 525 North Center Street (Attachment A). The Civic Auditorium was completed in November 1925 as a tribute to the veterans of World War I. Currently, the facility serves as a multi-purpose venue, hosting community and entertainment events. The Civic Auditorium has the potential to provide more rentable space, servicing additional regional needs, including larger meetings and conferences with capacity for breakout space, in addition to supporting multi-purpose events. However, a comprehensive assessment of the Civic Auditorium is needed to identify the facility’s existing conditions and prioritize the necessary improvements needed to bring the Civic Auditorium up to today’s venue standards and full utilization.
The scope of work for the Civic Auditorium Assessment will generally include structural, theatrical, systemic, economic, and historical evaluations. In addition, a laser scan of the building and other features will be completed to provide a 3D building model that can be used to design future improvements. A prioritized list of projects, together with concept-level estimates, is included in the scope of work. The Civic Auditorium Assessment project will serve as a general planning document that will inform future construction, planning, and operational/maintenance projects.
Present Situation
On July 17, 2024, the City advertised an RFP for professional services of the Civic Auditorium Assessment, Project No. WT24035. On August 26, 2024, eight proposals were received from the following firms:

• BAR Architects & Interiors (San Francisco, CA)
• ELS Architecture and Urban Design (Berkeley, CA)
• Marcy Wong Donn Logan Architects (Sunnyvale, CA)
• Mark Cavagnero Associates (San Francisco, CA)
• NJA Architecture (Lodi, CA)
• Page and Turnbull, Inc. (San Francisco, CA)
• Thornton Tomasetti, Inc. (San Francisco, CA)
The Selection Committee comprised of Public Works and Economic Development staff evaluated and ranked all proposals based on each firm’s understanding of work, experience with similar kinds of projects, staff qualifications and technical ability, project approach, cost estimate, and local preference.
Page and Turnbull, Inc. received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project. Staff negotiated a fee in the amount of $312,167 with Page and Turnbull, Inc., which is reasonable for the scope of work being provided.
It is recommended that Council approve a motion authorizing the City Manager to execute a Professional Services Contract in the amount of $312,167 to Page and Turnbull, Inc. for professional services of the Civic Auditorium Assessment project.
It is anticipated that the Civic Auditorium Assessment will be completed by fall 2026.
Findings
Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:
1. The City does not have sufficient staff and expertise to perform the scope of work this project.
2. The scope of work requires an architectural firm experienced in facility conditions assessments for buildings 50 years or older.
3. Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.
4. The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.
FINANCIAL SUMMARY
There are sufficient funds available in the Civic Auditorium Assessment, Project No. WT24035, to award a Professional Services Contract in the amount of $312,167 to Page and Turnbull, Inc. for the Civic Auditorium Assessment, Project No. WT24035.
There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
