At the election of March 7, 2000, the Stockton City Charter was amended to establish the City Council Salary Setting Commission to make recommendations relating to salaries and benefits for members of the City Council, including the Mayor, as provided in article IV, section 410 of the City Charter.  Charter section 1911(b) requires that the Civil Service Commission appoint the members of the Salary Setting Commission for regular terms of four (4) years.

This Commission consists of five (5) members, who must be qualified electors of the City of Stockton during their terms of office.

DISCUSSION

Background

There are currently two vacancies due to term expirations and one vacancy due to a resignation.

The City Clerk has completed the recruitment to fill these vacancies and as a result has received three eligible applications. All applicants have been invited to attend the Civil Service Commission meeting to participate in the interview process. The following is the list of applicants who will be participating in the process:

Portia Jackson

Adriana Cruces

Present Situation

With only two applicants to interview, Council Policy 3.02 Section 11. F. provides

that if the number of applicants is less than or equal to the number of vacancies, the Commission may proceed to fill any number of vacancies from the available list. Subject to ratification, it is recommended that Portia Jackson and Adriana Cruz be appointed to a four-year term commencing January 01, 2026 and ending December 31, 2029.

The City Clerk will present the resolution upon appointment of the individuals selected for their term to commence January 1, 2026 and end on December 31, 2029.
