Discuss the status of mitigation action development, and review engagement results from survey #2 and community workshops. The committee will vote to confirm five actions to be included in the Priority Climate Action Plan on November 1, 2025.

DISCUSSION

 

Background

 

On August 1, 2025, at meeting #1, the Climate Action Plan Advisory Committee (CAPAC) reviewed and discussed a list of forty-four greenhouse gas (GHG) mitigation actions, with the intention to select actions that could be de-prioritized and/ or removed. The committee came to a consensus on which GHG mitigation actions were identified to be de-prioritized and/ or combined.

 

As required by the Climate Pollution Reduction Grant (CPRG) program, the City of Stockton must deliver a Priority Climate Action Plan (PCAP), which will serve as a draft to the final Comprehensive Climate Action Plan (CCAP). The PCAP must include five impactful mitigation measures along with quantified analysis. The final CCAP will include all actions, both mitigation and adaptation and associated analysis. The consultant is recommending that the City of Stockton under the advising of the CAPAC include up to 40 mitigation actions in the final CCAP. Adaptation actions will be identified and reviewed at future meetings. 

 

Present Situation

 

The previously identified mitigation actions to de-prioritize have been noted on the updated regional draft mitigation actions list. The CAPAC’s current objective is to agree on the selection of five actions to ‘prioritize’ and include in the Priority Climate Action Plan (PCAP) deliverable. The PCAP will be submitted to the Environmental Protection Agency Climate Pollution Reduction Grant Program on November 1, 2025.

 

To help inform the CAPAC’s decision on which five actions to prioritize. The consultant will provide a review of feedback received since CAPAC meeting #1 held on August 1, 2025, based on workshop activities and survey #2 results (live since August 13, 2025).
