Receive an update on follow-up items requested by the City Council at the November 4, 2025 presentation of the Citywide Pool Assessment, and provide direction to staff regarding next steps.

Summary

 

On November 4, 2025, staff presented the findings of the Citywide Pool Assessment and three strategic investment options for the City’s aquatics system. Following the presentation, City Council directed staff to return with additional information, including pool usage statistics, maintenance and operational expenditures, aquatics facilities options, and updates on interagency coordination for shared-use pool agreements.

 

DISCUSSION

 

Background

 

The City of Stockton’s public pools have historically served as neighborhood seasonal plunge pools, offering limited recreational swimming and basic swim lessons during the summer months. None of the City’s pools are currently heated, and most lack ADA-compliant access and modern features.

 

The 2018 and 2024 pool assessment studies documented widespread code compliance issues, outdated systems, limited programming capabilities, and high annual maintenance needs. During the November 4 Council meeting, staff presented three strategic pathways: repair for minimum code compliance, full modernization, or consolidation toward a regional aquatics complex centered at Oak Park.

 

Council requested several follow-up items to help inform long-term planning and resource allocation.

 

Present Situation

 

Staff will also provide:

                     Attendance statistics and annual maintenance and costs for all City-operated aquatic facilities.

                     List of pool assessments and other options

                     Status of MOUs with local school districts for shared use of high school pools to supplement community access.
