RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve findings pursuant to Stockton Municipal Code Section 3.68.070(A)(4) supporting an exception to the competitive bidding process for InSource Software Solutions, Inc. as the sole source vendor for AVEVA software subscription, maintenance, and support services.

 

2.                     Authorize the City Manager, or designee, to execute a three-year agreement with InSource Software Solutions, Inc. for AVEVA software subscription, maintenance, and support services in an amount not to exceed $180,000.00.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) uses AVEVA software as a critical component of the City’s Supervisory Control and Data Acquisition (SCADA) system. The software supports monitoring, control, automation, alarming, historical data collection, and reporting for critical utility operations, including the Delta Water Treatment Plant, the Regional Wastewater Control Facility, water distribution sites, sanitary sewer pump stations, and storm water pump stations.  Every MUD facility equipped with SCADA uses AVEVA software.

 

The current AVEVA software subscription, maintenance, and support services must be renewed to maintain access to software updates, maintenance releases, technical support, compatibility support, and vendor support for the existing SCADA environment. These services are necessary to help ensure the continued reliability and functionality of MUD’s utility control and monitoring systems.

 

If approved by the City Council, this action will approve findings of an exception to the competitive bidding process and authorize the City Manager to execute a three-year sole source agreement and/or purchase orders with InSource Software Solutions Inc., the sole provider of AVEVA software subscription, maintenance, and support services.

 

 

 

DISCUSSION

 

Background

 

For more than 25 years MUD utilized Wonderware software to operate and monitor critical water, wastewater, storm water, and pumping facilities. In or around 2018, Wonderware was rebranded as AVEVA. Following that transition, the City purchased its AVEVA subscription annually through AVEVA Select California. In 2025, InSource Solutions, Inc. purchased AVEVA Select California, making InSource Software Solutions, Inc. the sole provider of AVEVA (formerly Wonderware) software in our region.

 

The AVEVA software is necessary to operate the City Municipal Utilities Department’s Supervisory Control and Data Acquisition (SCADA) systems. These systems gather real-time data to control equipment, monitor site conditions, generate alarms, record selected historical data, and provide operational and regulatory reporting for wastewater treatment, stormwater pump stations, and water distribution networks.

 

To use AVEVA, the City must maintain an active subscription that includes maintenance and support services. These services provide essential access to software updates, maintenance releases, licensing assistance, technical support, and compatibility updates for server operating systems and related infrastructure.

 

Present Situation

 

The proposed three-year renewal will provide continued AVEVA Flex subscription and Customer FIRST Premium Support services from October 2026 through October 2029.

 

InSource Software Solutions, Inc. is the only authorized distributor for California and is authorized to sell AVEVA software licenses, renew AVEVA Customer First support contracts, and provide authorized technical training. Because AVEVA is the SCADA software currently implemented by MUD, other SCADA software vendors cannot provide software updates, maintenance releases, licensing support, or technical support for the City’s existing AVEVA platform.

 

InSource Software Solutions, Inc. provided the City with a total cost of $179,180 for the City’s AVEVA software subscriptions. Staff recommend approval of a not-to-exceed amount of $180,000.00 to account for the quoted subscription renewals.

 

Findings

 

Pursuant to the Stockton Municipal Code (SMC) section 3.68.070, the City Council may approve findings that support and justify an exception to the competitive bidding process. The following findings support and justify an exception:

 

1.                     AVEVA software subscription, maintenance, and support services are required to maintain the City’s existing SCADA software environment used by MUD to monitor and control critical utility infrastructure.

 

2.                     The requested subscription and support services are proprietary to the AVEVA software platform and must be obtained through an authorized AVEVA distributor.

 

3.                     InSource Software Solutions, Inc. is the sole authorized AVEVA distributor for California and is authorized to sell AVEVA software licenses, renew AVEVA Customer First support contracts, and provide authorized technical training.

 

4.                     Other SCADA software vendors cannot provide updates, maintenance releases, licensing support, or technical support for the City’s existing AVEVA software platform.

 

5.                     Replacing the existing SCADA software platform would require significant cost, staff time, programming, testing, training, and operational disruption with no practical benefit for the purpose of renewing existing software maintenance and support.

 

Failure to renew these services would leave critical software unsupported, increasing cybersecurity and reliability risks. Over time, this could affect SCADA performance, slow troubleshooting, and heighten the risk of outages across treatment plants, pump stations, distribution facilities, and reporting systems.

 

FINANCIAL SUMMARY

 

If approved by the City Council, this action will authorize a three-year agreement and/or purchase orders with InSource Software Solutions, Inc. for AVEVA software subscription, maintenance, and support services in an amount not to exceed $180,000.00. The quoted three-year subscription renewal cost is $179,180.00.
