AMENDMENT TO PROFESSIONAL SERVICES MASTER CONTRACT WITH QUALITY TRAFFIC DATA, LLC - CONDUCTING TRAFFIC VOLUME COUNTS, CLASSIFICATION COUNTS, AND SPEED ZONE SURVEYS
RECOMMENDATION
It is recommended that the City Council approve a motion authorizing an Amendment to Professional Services Master Contract with Quality Traffic Data, LLC in the amount of $36,790 for conducting traffic volume counts, classification counts, and speed zone surveys. It is further recommended that the motion authorize the City Manager to take appropriate actions to carry out the purpose and intent of this motion.

Summary
The Public Works Department conducts traffic volume counts, classification counts, and speed zone surveys to: (1) prepare traffic studies in response to citizen requests, (2) publish the City’s Traffic Volume Flow Map, (3) conduct traffic studies for the Neighborhood Traffic Management Program (NTMP), (4) synchronize City traffic signals, and (5) to update speed limit zones throughout the City. The City contracts for the field data collection portion of this work. The proposed motion will amend the Professional Services Master Contract with Quality Traffic Data, LLC, of Los Angeles, CA, in the amount of $36,790 for data collection services. Quality Traffic Data, LLC has agreed to guarantee its rates for the next two years.
DISCUSSION
Background
In recent years, Public Works has utilized contracted engineering services to perform traffic volume and speed survey studies. The scope of this work includes the collection of traffic field data only. Traffic count work is needed to:
1) Assist City staff in responding to citizen requests for traffic studies.
2) Update the City’s Traffic Volume Flow Map (last updated in 2007). The Traffic Volume Flow Map is a visual depiction of traffic volumes throughout the City that is used by citizens, agencies, realtors or developers who may need data on traffic volumes to address their questions and concerns.
3) Respond to requests from neighborhoods wanting to participate in the NTMP, and to respond to non-traffic calming requests that arise during the development of traffic calming plans.
4) Determine the percentage and types of trucks on a given street.
5) Allow City staff to establish, update, and optimize traffic signal timings and signal synchronization programs.
On July 13, 2010, Council adopted Resolution No. 10-0242 approving Professional Services Master Contracts for Design, Geotechnical, Testing, Plan Review, Data Collection, and Survey Services with firms, including Quality Traffic Data, LLC. These firms provide services as needed to accommodate the City’s aggressive project delivery schedules. The contracts are for a period of five years. The scope of services and fee are negotiated on a project specific basis. If the negotiated fee for a particular project exceeds the project limits, a contract amendment is submitted to Council for consideration.
Present Situation
In December 2013, cost proposals for traffic data collection services were requested from all four data collection firms on the approved vendor pool list. The request for cost proposals required that fees be held constant over two fiscal years. The results of the cost proposals from the four firms are shown below:

Staff reviewed all submitted proposals and selected Quality Traffic Data, LLC to provide the needed services. Their proposal is responsive to the desired scope of services, which generally include data collection services for the following: 24-hour counts and classification counts, radar speed zone counts, and turning movement counts at intersections. Staff recommends Council approve a motion authorizing an Amendment to Professional Services Master Contract with Quality Traffic Data, LLC in the amount of $36,790 (Attachment A).
FINANCIAL SUMMARY
This expense was anticipated when the fiscal year 2013-14 budget was prepared. Sufficient gas tax funds are available in Account No. 030-3020-540.20-61, Public Works Engineering Services.
There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
