ADOPT A RESOLUTION TO AUTHORIZE THE PLAYGROUND EQUIPMENT REPLACEMENT PROJECT

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

2.                     Approve the plans and specifications for the Playground Equipment Replacement, Project No. WP22026.

 

3.                     Award a Construction Contract in the amount of $139,998.57 to Miracle Construction Company, Inc., DBA Miracle Playsystems of Alamo, CA, to provide and install a playground at Brooking Park.

 

4.                     Award a Construction Contract in the amount of $246,499.00 to Yosso Group, Inc., DBA Specified Play Equipment Co. of Burlingame, CA, to provide and install a playground at Panella Park.

 

5.                     Award a Construction Contract in the amount of $139,954.62 to Ross Recreation of Santa Rosa, CA, to provide and install a playground at Weber Park.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

On November 16, 2021, by Resolution No. 2021-11-16-1501, Council allocated funding for Council-prioritized projects, including $1 million to replace playgrounds at Brooking, Panella, Sandman, and Weber Parks.  The Public Works Department has already removed the playgrounds at Panella, Sandman, and Weber Parks due to safety concerns and inability to source replacement components.  The equipment at Brooking Park has reached the end of its service life and needs to be replaced.

 

A Request for Proposals (RFP) was issued on March 1, 2023, for Playground Equipment Replacement, Project No. WP22026.  Five companies responded to the RFP, and proposals were reviewed and scored by Public Works and Community Services Department staff.

 

Staff recommends that Council approve Construction Contracts with three separate vendors for three of the playgrounds (Attachment A - Vicinity Map):

 

                     Brooking Park - Miracle Construction Company, Inc., DBA Miracle Playsystems in the amount of $139,998.57.

 

                     Panella Park - Yosso Group, Inc., DBA Specified Play Equipment Co. in the amount of $246,499.00.

 

                     Weber Park - Ross Recreation in the amount of $139,954.62. 

 

The review committee chose a design from Specified Play for the all-abilities playground at Sandman Park, which will be submitted for award following community outreach input for the final design. 

 

DISCUSSION

 

Background

 

The Public Works Department provides and maintains playground equipment at 59 park and open space locations.  Staff inspects playground equipment on a regular basis and arranges for repair and replacement of deteriorated or vandalized components.

 

Playgrounds at Panella, Sandman, and Weber Parks were removed after a 2020 playground assessment found them unsafe.  The playground equipment at Brooking Park is over 30 years old and has reached the end of its useful life.  Replacement parts are no longer available, and complete replacement is required.

Present Situation

 

On March 1, 2023, the City issued an RFP for playground design and installation at four parks.  On March 22, 2023, proposals were received from the following companies:

 

                     Dave Bang & Associates (Sacramento, CA)

                     Miracle Construction Co., Inc., DBA Miracle Playsystems (Alamo, CA)

                     Park Planet (Redding, CA)

                     Ross Recreation (Santa Rosa, CA)

                     Yosso Group, Inc., DBA Specified Play Equipment Co. (Burlingame, CA)

 

Proposals were reviewed for each playground’s overall play value, safety and accessibility, site compatibility, design functionality, quality of proposals, and timelines.  Miracle Construction Company, Inc., DBA Miracle Playsystems, was selected to provide the playground for Brooking Park ($139,998.57).  Yosso Group, Inc., DBA Specified Play Equipment Co., was selected for their proposal for Panella Park ($246,499.00).  Ross Recreation was selected for its Weber Park proposal ($139,954.62).  The review committee chose a design from Specified Play for the all-abilities playground for Sandman Park, which will be submitted for award following community outreach input for the final design.  A public outreach meeting was held at the Seifert Center on August 7, 2023, for this site.

 

Staff recommends the purchase and installation of the replacement playgrounds at Brooking, Panella, and Weber Parks through three separate qualified vendors (Attachment B).

 

Once contracts are approved, the City expects all playgrounds to be installed by spring 2024.  Each contractor will provide a turn-key project, coordinating the demolition, delivery, and installation of playground equipment.

 

Findings

 

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process.  These findings include:

 

1.                     The City does not have staffing available to perform the design and installation of playgrounds.

 

2.                     Use of the RFP process is appropriate for these Construction Contracts because it relies on the evaluation of professional qualifications and performance as the basis for the selection of a vendor.  The use of the criteria helps ensure the selection of a vendor that will provide the highest quality turn-key service for the design, furnish of materials and installation of playground equipment, which is in the public interest.

 

3.                     The City negotiated contracts following the solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

 

FINANCIAL SUMMARY

 

There is sufficient funding available in Project No. WP22026, Playground Equipment Replacement to award Design and Installation Contracts to:
