RECOMMENDATION
Staff recommends that the Measure W Oversight Committee review and adopt the Fiscal Year 2022-23 Annual Report for presentation to City Council.

The Program Guidelines for Measure W, Stockton, Safe Neighborhood Gang and Drug Prevention Police/Fire Response Measure state:
“The City will establish an Independent Citizen’s Oversight Committee to annually review revenues and expenditures, providing a second independent verification that all expenditures are being made as promised to Stockton residents. The findings of both the Independent Citizen’s Oversight Committee and the Independent Auditor and will be reviewed by the City Council and made available to the public.”
The associated City Council policy (§ 3.08.010) that outlines the Committee’s processes and responsibilities states:
“Annually the Oversight Committee will submit a report to the City Council with the results of their work. The report is also made available to the public.”
The Fiscal Year 2022-23 Annual Report was prepared based on the audit report for the same year and is presented as a draft for the Committee’s review.
