RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Authorize the City Manager to execute a three-year Memorandum of Understanding Agreement (MOU) between the San Joaquin County Sheriff’s Department Community Corps (SJCC) and the City of Stockton to provide general labor services in an amount not to exceed $140,400.

 

2.                     It is further recommended that the City Manager, or designee, be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The City has contracted with the SJCC for several years to provide general labor by supervised inmates for clean-ups on public property. Most recently, this type of service has been used to remove garbage, junk, and debris left by abandoned homeless encampments in various locations throughout Stockton.

 

On March 21, 2023, a three-year contract with SJCC was approved by Motion 2023-03-21-1205, which expired on April 8, 2026.

 

DISCUSSION

 

Background

 

The City has contracted with the SJCC since 2016. The previous agreement was for a three-year term and a not-to-exceed cost of $573,000. These services are beneficial to the City as a cost-effective alternative to using full-time City employees for cleanups or routine maintenance. The work performed has become instrumental for the City. As a result, the agreement was renewed for 3 years.  The MOU with SJCC has proven cost-effective, as SJCC has provided all necessary services at the lowest cost.

 

Historically, services under this Agreement have been coordinated by the Stockton Police Department (SPD), as needed by multiple City departments, to assist with its slough and public right-of-way clean-up efforts.

 

Present Situation

 

Over the years, City staff identified a need to expand the locations and the frequency of work. In addition, SPD increased the number of clean-ups per week.

 

The SJCC provides general labor by supervised inmates. These services benefit the City as a cost-effective alternative to staffing slough and public right-of-way clean-up efforts with full-time City employees. The work performed has become instrumental for the City.

 

The current agreement expired on April 8, 2026. City staff recommends that the City Council authorize an MOU for a three-year term ending June 23, 2029 (Attachment A), at a not-to-exceed cost of $140,400.

 

FINANCIAL SUMMARY

 

The expected annual cost is $46,800, with $140,400 allocated for SPD over a three-year period. The total not-to-exceed cost of the three-year MOU is $140,400. For SPD’s allocation in FY 2026-27, funds are available in the Police Department’s Strategic Operations, Homelessness Account.
