APPROVE MOTION TO AWARD A PROFESSIONAL SERVICES CONTRACT FOR THE MAIN STREET AND MARKET STREET COMPLETE STREETS PHASE 1 PROJECT

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.
2. Award a Professional Services Contract to Siegfried Engineering, Inc. of Stockton, CA, in the amount of $920,000, for design of the Main Street and Market Street Complete Streets Phase 1, Project No. WT25043/State Project No. ATPL-5008(212).
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
Main Street and Market Street act as primary corridors that connect communities east of Highway 99 with Downtown Stockton (Attachment A). On April 15, 2025, by Resolution No. 2025-04-15-1603, Council approved an Initial Study/Negative Declaration and Precise Road Plan (PRP) for the Main Street and Market Street Complete Streets project located between Center Street and the State Route 99 overpass. The Main Street and Market Street Complete Streets project has been broken into two phases. Phase 1 includes Main Street and Market Street from California Street to Sierra Nevada Street, while Phase 2 extends along Main Street from Sierra Nevada Street to Sullivan Avenue.
The City secured approximately $9.942 million from federal, State, and local funding sources to design and construct the Main Street and Market Street Complete Streets Phase 1 project. The project was included in the 2025-30 Five-Year Capital Improvement Plan (CIP).
On September 15, 2025, the City advertised a Request for Proposals (RFP) for design of the Main Street and Market Street Complete Streets Phase 1, Project No. WT25043/State Project No. ATPL-5008(212). On October 15, 2025, three firms submitted a proposal for this project. The Selection Committee evaluated the proposals and found Siegfried Engineering, Inc. of Stockton, CA, to be the most qualified firm to perform the scope of work for design services on this project.
It is recommended that Council approve a motion authorizing the City Manager to execute a Professional Services Contract, in the amount of $920,000, with Siegfried Engineering, Inc. for design services. It is anticipated that the design will be completed by December 2026.
DISCUSSION
Background
Main Street and Market Street act as primary corridors that connect communities east of Highway 99 with Downtown Stockton (Attachment A). On April 15, 2025, by Resolution No. 2025-04-15-1603, Council approved an Initial Study/Negative Declaration and PRP for the Main Street and Market Street Complete Streets project located between Center Street and the State Route 99 overpass. The environmental document and PRP effort were funded by Measure K and local funds. The PRP will serve as the guiding framework for the design and implementation of the Main Street and Market Street Complete Streets projects that have been broken into two phases. Phase 1 includes Main Street and Market Street from California Street to Sierra Nevada Street. Phase 2 extends along Main Street from Sierra Nevada Street to Sullivan Avenue.
The PRP calls for a reduction in the number of vehicle travel lanes from two lanes to one lane in each direction with buffered bicycle lanes, signal and lighting improvements, pedestrian and bicycle amenities, and accessible street crossings. Access will also be improved to community locations such as the Fair Oaks Library, the United States Postal Service office, Stribley Park Community Center, as well as employment and/or retail centers along the corridor.
Public Works’ staff submitted applications for funding to the Cycle 6 Active Transportation Program (ATP) for the Main Street and Market Street Complete Streets Phase 1 project. The ATP encourages increased use of active modes of transportation, such as bicycling and walking. There are two separate Statewide and Regional competitive calls for project funding applications. Statewide competitive funds are administered by Caltrans, and the San Joaquin Council of Governments administers the Regional competitive funds. The City was successful in receiving competitive State and federal ATP funding in the amounts of $6.083 million and $2.143 million, respectively. Including a required local match of $1.716 million, total funding for the project totals approximately $9.942 million. The California Transportation Commission recently appropriated $1.333 million in State funds at their June 2025 meeting for the City to use in design. The project was included in the 2025-30 Five-Year CIP.
In fall 2024, the City was awarded Safe Streets and Roads for All (SS4A) funding to help fund the design and construction of Phase 2. The design of Phase 2 cannot commence until SS4A funding is confirmed, programmed, and funding agreements are executed. It is possible that design of Phase 2 could start by late 2027.
Present Situation
On September 15, 2025, the City advertised an RFP for design of the Main Street and Market Street Complete Streets Phase 1, Project No. WT25043/State Project No. ATPL-5008(212). On October 15, 2025, three proposals were received from the following firms:
• Siegfried Engineering, Inc. (Stockton, CA)
• R.E.Y. Engineers, Inc. (Folsom, CA)
• Sandis (Oakland, CA)
The Selection Committee evaluated and ranked all proposals based on each firm’s understanding of work, experience with similar kinds of work, qualifications of proposed team, capability of developing innovative or advanced techniques, familiarity with State procedures, and demonstrated technical ability.
Siegfried Engineering, Inc. received the highest ranking. Staff negotiated a fee in the amount of $920,000 with Siegfried Engineering, Inc. for design services. The fee is approximately 11 percent of the estimated construction cost, which is reasonable for a project of this type and complexity.
It is recommended that Council approve a motion authorizing the City Manager to execute a Professional Services Contract, in the amount of $920,000, with Siegfried Engineering, Inc. for design services of the Main Street and Market Street Complete Streets Phase 1 project. It is anticipated that the design will be completed by December 2026.
Findings
Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:
1. The City does not have sufficient staff and expertise to design this project.
2. Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.
3. The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.
FINANCIAL SUMMARY
There is sufficient funding available in the Main Street and Market Street Complete Streets Phase 1, Project No. WT25043/State Project No. ATPL-5008(212), to award a Professional Services Contract in the amount of $920,000 to Siegfried Engineering, Inc. of Stockton, CA.
There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
