APPROVE A MOTION TO AUTHORIZE A COOPERATIVE PURCHASE AGREEMENT FOR GOVERNMENTJOBS.COM, INC. AND THE EXPANSION OF THE EXISTING RECRUITMENT SOFTWARE

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Authorize the City Manager, or designee, to adopt a resolution to approve the three (3) year contract between the City of Stockton (City) and GovernmentJobs.com, Inc. (dba NEOGOV) in an amount not to exceed $606,442 (Attachment A); and
2. Authorize the City Manager, or designee, to adopt a resolution to approve the expansion of the existing recruitment software system, Governmentjobs.com, Inc. (dba NEOGOV), to implement additional modules to online testing to include CritiCall and proctoring services.
It is further recommended that the City Manager, or designee, be authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary
The Information Technology (IT) and Human Resources (HR) Departments are requesting approval to renew the City's agreement with NEOGOV and expand the functionality of the existing recruitment software through the addition of the following modules:
* TestGenius Criticll: A featured software that tests 911 and public-safety dispatcher, calltaker, and telecommunicator applicants through online POST certified examination.
* TestGenius Proctoring: Online examination proctoring services to help prevent unauthorized testing practices, verify candidate identity, and provide departments with confidence that examination results accurately reflect candidate qualifications. This enhancement supports a fair, consistent, and defensible examination process.
HR will work with the Information Technology (IT) department to implement these modules and provided training to staff.
DISCUSSION
Background
The City's has utilized Governmentjobs.com software for online employment applications for over 20 years. The software manages applications for recruitment, selection, and tracking for the Human Resources department. The City has added additional services to include Onboard, Learn, Attract, Position Import, Biddle Online Test Genius, and Candidate Text Messaging which has increased the efficiency of the City's full cycle recruitment process.
As part of the renewal of these services, HR has identified the need to add CritiCall Testing to support compliance with Peace Officer Standards and Training (POST) requirements for entry-level dispatcher examinations. The addition of this online testing platform will streamline the examination process, reduce staff time currently dedicated to administering in-person examinations, and improve candidate participation rates for hard-to-fill Telecommunicator positions within the Police and Fire Departments.
In addition, HR is adding online proctoring services to enhance the integrity and security of online examinations. As the City transitioned to online written examinations in January 2025, we identified the need for online proctoring to help prevent unauthorized testing practices, verify candidate identity, and provide departments with confidence that examination results accurately reflect candidate qualifications. This enhancement supports a fair, consistent, and defensible examination process.
The proposed agreement has a total amount of $606,441.85 and will extend services through July 17, 2029.
FINANCIAL SUMMARY
Funds will be allocated to the individual departmental operating budgets for FY 2026-27.

The FY 2026-27 Annual Budget includes an appropriation to cover the first year of the contract. Costs for the subsequent years will be budgeted in the same account and subject to Council approval during the annual budget development process.
