RECOMMENDATION
Pursuant to direction received from Councilmember Villapudua received on February 3, 2026, adopt a resolution removing Jamie Guerrero and filling that vacancy by appointing William Dearmond to serve on the seven-member Water Advisory Group for a partial term effective immediately and ending January 31, 2027.

DISCUSSION
Background
Council Policy 3.04.01 (c) states: A person appointed by the City Council to any Board, Commission or Committee (hereafter, "Commission") shall continue to serve as a member thereof except when The Councilmember responsible for appointing the seat has requested the member be removed in writing. Councilmember Villapudua is responsible for the District 5 appointment to the Water Advisory Group.
Present Situation
Councilmember Villapudua is responsible for the District 5 appointment to the Water Advisory Group and has requested the removal of Jamie Guerrero. This would create a vacancy on the committee to be filled by William Dearmond for a partial term effective immediately and ending on January 31, 2027.
The Office of the City Clerk notified Jamie Guerrero on February 11, 2026, that this item will be on the agenda for the Council Meeting of February 17, 2026.
FINANCIAL SUMMARY
This action will have no direct financial impact to the City.
