It is recommended the City Council review and discuss the Council Audit Committee report regarding the Committee’s Charter Section 406 investigation into Diversity, Equity, and Inclusion and provide direction to staff, if any.

Summary
On July 15, 2025, the City Council authorized a Charter Section 406 investigation into Diversity, Equity, and Inclusion, and on August 26, 2025, clarified that the investigation would be carried out by the Council Audit Committee with a report to be returned to Council. That Committee report is now presented for Council’s consideration.
DISCUSSION
Background
The City Council authorized a Charter Section 406 investigation in Diversity, Equity, and Inclusion to be conducted by the Council Audit Committee.
Over the course of several meetings the Audit Committee conducted interviews and examined evidence. At their meeting on November 12, 2025, the Audit Committee concluded their investigation and authorized the Committee Chair to write the report to be presented to Council.
Present Situation
The Audit Committee, having concluded their investigation, are providing the report of findings (Attachment A - Investigative Report) for Council review, discussion, and potential direction to staff.
