recommended action

RECOMMENDATION

It is recommended that the City Council adopt a resolution to approve Notice of Exemption No. NOE8-24 under the California Environmental Quality Act and obtain an encroachment permit from the Central Valley Flood Protection Board for the work within Duck Creek for the Ralph Avenue Sewer Trunk Line Rehabilitation, Phase II, Project No. UW18024.

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

body

Summary

The project will rehabilitate approximately 8,800 linear feet of existing 30-inch diameter sanitary sewer trunk line along Ralph Avenue from B Street to Pock Lane, along Pock Lane from Ralph Avenue to Loomis Road, and along Loomis Road from Pock Lane to Mariposa Road east of State Route 99 (Attachment A). The project will rehabilitate the existing sewer by lining the pipe with cured-in-place pipe to prevent failure and to extend the life of the pipe. The project was included in the 2020-25 Five-Year Capital Improvement Plan (CIP).

The California Environmental Quality Act (CEQA) clearance is required to be filed with the San Joaquin County (SJC) Recorder’s Office prior to acquiring a State Clearing House Number in order to obtain an encroachment permit from the Central Valley Flood Protection Board (CVFPB). The project recently completed the environmental evaluation and documentation process and has been determined to be exempt under the CEQA Guidelines. It is anticipated that the design plans will be completed by fall 2024 and start construction in spring 2025, with completion in fall 2025.

Staff recommends that Council adopt a resolution approving Notice of Exemption No. NOE8-24 under CEQA and obtain an encroachment permit from the CVFPB for the work within Duck Creek for the Ralph Avenue Sewer Trunk Line Rehabilitation, Phase II, Project No. UW18024.

DISCUSSION

Background

The Municipal Utilities Department follows a Condition Assessment Program for the City’s sewer infrastructure comprised of Closed-Circuit Televised Video inspection, pipe cleaning, and engineering evaluation.  This program generates a prioritized list of sewer replacement and/or rehabilitation projects for inclusion in the City’s CIP.  The program identified a 30-inch diameter sanitary sewer trunk line approximately 8,800 linear feet along Ralph Avenue from B Street to Pock Lane, along Pock Lane from Ralph Avenue to Loomis Road, and along Loomis Road from Pock Lane to Mariposa Road east of State Route 99 for rehabilitation (Attachment A). The project was included in the 2020-25 Five-Year CIP.

Present Situation

The CEQA clearance is required to be filed with the SJC Recorder’s Office prior to acquiring a State Clearing House Number in order to obtain an encroachment permit from the CVFPB. The project recently completed the environmental evaluation and documentation process. The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(d) of the CEQA Guidelines. The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment.

UW18024.

FINANCIAL SUMMARY

The Ralph Avenue Sewer Trunk Line Rehabilitation, Phase II, Project No. UW18024, is included in the adopted 2020-25 Five-Year CIP.

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
