It is recommended that Council approve the confirmation of the Mayoral and Chancellor joint appointment of Kathleen Hart to Stockton Center Site Authority for a four-year term to end July 19, 2027.

Summary
The Joint Powers Agreement establishing the Stockton Center Site Authority provides that the Board is comprised of seven members, including 1 (one) member jointly appointed by the Mayor of the City of Stockton and the Chancellor of the California State University. Council Policy requires the Council to confirm the appointment.
DISCUSSION
Background
On July 20, 2023, Dr. Kathleen Hart was selected by the Chancellor to serve in the jointly appointed position. Mayoral concurrence by then Mayor Kevin Lincoln should have gone to Council for confirmation. There is no record that this action occurred.
Dr. Kathleen Hart has been actively serving as a director and is currently the Board Chair. Her term of service is scheduled to end July 19, 2027.

Tonight, the City Council is asked to confirm the joint appointment of Kathleen Hart to the Stockton Center Site Authority for a four-year term to end July 19, 2027.
