body

Summary

The City of Stockton requires an amendment to the existing agreement to provide continued access to electrical supplies, equipment, and related products needed to support the operations of Public Works, the Municipal Utility Department (MUD), and the Central and MUD Stores.

DISCUSSION

Background

The City has purchased electrical supplies, parts, and accessories from Platt Electric Supply for many years through purchase orders and purchasing card transactions. The cooperative purchasing agreement was established based on the City’s historical annual expenditures and consideration of local vendor preference.

Present Situation

The original estimated annual expenditure did not account for several projects that were not included in the initial contract amount, resulting in a need for additional purchasing capacity to accommodate these requirements.

Findings

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, the Council may approve findings supporting an exception to the competitive bidding requirements for the use of qualifying cooperative purchasing agreements. The following findings support the proposed use of E&I Cooperative Services Master Agreement No. EI00339-20023MA:

1.                     The E&I Cooperative Services Master Agreement was established through a competitively procured process and provides a cooperative purchasing mechanism that allows participating public agencies to obtain goods and services under established terms and conditions.

2.                     The agreement provides access to electrical supplies, equipment, and related products required by Public Works, the Municipal Utilities Department, and the Central and MUD Stores. Utilizing the agreement allows the City to address ongoing operational needs without conducting a separate solicitation, subject to the agreement’s terms and applicable City procurement requirements.

3.                     Utilizing the agreement provides an established purchasing method for recurring electrical supply needs and supports continuity of operations. The agreement also allows the City to continue purchasing through Platt Electric Supply, a local vendor, subject to the agreement’s terms and applicable pricing requirements.

Based on these findings, the proposed use of the E&I Cooperative Services Master Agreement is consistent with the City's procurement requirements and applicable cooperative purchasing authority.

FINANCIAL SUMMARY

Expenditures under the agreement, up to the total not-to-exceed amount of $636,000.00 for the remainder of the contract term, will depend on departmental and community needs, including requests for supplies, equipment, and repairs. All expenditures will be charged to the appropriate departmental accounts.

Funding for current purchases is available within existing departmental budgets. Funding for future expenditures, as needed, will be requested and subject to appropriation through the City’s annual budget process.
