RECOMMENDATION

 

It is recommended that the City Council approve a motion authorizing the City Manager to:

 

1.                     Approve the plans and specifications for Court Resurfacing, Project No. O&M 16-039.

 

2.                     Award a Service Contract in the amount of $124,383 to First Serve Productions of Danville, California.

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Stockton Consolidated Landscape Maintenance Assessment District No. 96-2 (District) is managed by the City and maintains tennis and basketball courts at 11 of the City’s 67 parks and one public open space (Attachment A).  Occasional re-coating of the courts slows the degradation of the pavement and increases the play value and lifetime of the courts.  A contract for re-coating was competitively bid and First Serve Productions of Danville, California, was the lowest qualified bidder.  Maintenance at these sites is funded through the District.  Funding for this work was included in the FY 2016-17 budgets for the affected zones.  Once approved, work will be completed in approximately three months. 

 

Both the Local Employment Ordinance (Stockton Municipal Code (SMC) section 3.68.095) and the Local Business Preference Ordinance (SMC section 3.68.090) apply to this contract.

 

DISCUSSION

 

Background

 

The Stockton Consolidated Landscape Maintenance Assessment District No. 96-2 (District) is managed by the City and maintains tennis and basketball courts at 11 of the City’s 67 parks and one public open space (Attachment A).  Occasional re-coating of the courts slows the degradation of the pavement and increases the play value and lifetime of the courts.  The budgets for the 11 zones where the courts are located were approved at a public hearing conducted on June 21, 2016, by Resolution No. 2016-06-21-1602.  Re-coating the courts is recommended before the condition of the courts deteriorates and more extensive repairs are necessary.  The FY 2016-17 Zone A-3, A-4, A-6, A-7, B-1, B-2, B-3, B-4, C-1, C-2, C-3 and C-7 budgets included funding for this anticipated work.

 

Present Situation

 

Project No. O&M 16-039 for re-coating of courts in the District was advertised on April 7, 2016 and April 14, 2016, respectively.  On April 28, 2016, bids were opened with the following results:

Application of the local vendor preference did not change the low bid result.  The bid of First Serve Productions, the lowest responsive bidder, is regular in all aspects, and they have the proper license to do this work. 

 

Staff recommends Council approve a motion approving the plans and specifications, and authorizing the City Manager to execute a Service Contract in the amount of $124,383 to First Serve Productions (Attachment B).  Once approved, work will be completed in approximately three months. 

 

FINANCIAL SUMMARY

 

Funds for this work were budgeted in the FY 2016-17 Stockton Consolidated Landscape Maintenance Assessment District No. 96-2 Annual Budget, which was approved on June 21, 2016, by Resolution No. 2016-06-21-1602.

The recommended motion will approve the plans and specifications, and authorize the City Manager to execute a Service Contract for Court Resurfacing, Project No. O&M 16-039, and to undertake any other financial actions that are necessary and appropriate to carry out the purpose and intent of this motion.

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
