RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Amend the unrepresented class specifications of the following from classified service to unclassified service:

 

Administrative Analyst I (Confidential), Administrative Analyst II (Confidential), Agenda Coordinator, Auditor (Confidential), Benefits Analyst, Deferred Compensation Specialist, Human Resources Assistant I, Human Resources Assistant II, Human Resources Specialist, Human Resources Technician, Office Assistant I (Confidential), Office Assistant II (Confidential), Office Assistant I (Legal), Office Assistant II (Legal), Office Specialist (Confidential), Office Specialist (Legal), Risk/Loss Specialist, Secretary (Confidential), Senior Administrative Analyst (Confidential), Senior Office Assistant (Confidential), and Supervising Office Assistant (Confidential).

 

It is further recommended that the City Manager be authorized and directed to take whatever actions are necessary and appropriate to carry out the purpose and intent of this Resolution.

Summary

 

Per City Charter, Article XXV, Sections 2500 and 2501 (Attachments A and B) employees within the Fire and Police Departments (with the exception of the Fire Chief, Chief of Police, Deputy Chief of Police, and Deputy Fire Chief) shall be placed within classified service. The City Charter does not mandate class specifications that work outside of Police and Fire to hold classified service. 

 

While City Charter Article XXV, Section 2537, allows the City Council to place employees not within the Fire and Police Departments under the jurisdiction of the Civil Service Commission (Attachment C), to better align the classifications to the provisions of the City Charter and to allow increased efficiency and expediency in the hiring process, the Human Resources department recommends amending the above named non-Fire and Police specifications from classified to unclassified service.

 

The proposed change will not affect the use of these classifications within the Police and Fire Departments. Classifications that are utilized within the Police and Fire Departments will include a provision notating that positions assigned within Police and Fire are classified.

 

 

 

DISCUSSION

 

Background

 

Article XXV, Section 2537 allows for Council to place employees not within the Fire and Police Departments under the jurisdiction of the Civil Service Commission. Currently, there are 21 unrepresented non-Fire and Police specifications that were placed under the Civil Service rules that we are requesting be updated. For these positions staffed outside of Fire and Police, the delay in establishing eligible lists is causing the City to lose out on sought after and highly qualified candidates who are applying to multiple agencies and able to move through the hiring process more quickly elsewhere.

 

Present Situation

 

Staff recommends the City Council amend the above named non-Fire and Police specifications from classified to unclassified service under its authority to create a list for classified service (Attachment D). These recommended amendments will assist the City in recruitment efforts by increasing efficiency and expediency in our hiring process. These changes are necessary steps in a changing job market where coveted, qualified candidates are becoming harder to recruit and retain. Delays, of even a few days, are often the deal breaker that have caused the City to lose out of prime potential candidates. The Human Resources Department will still maintain a competitive process to select only the most qualified candidates but the exclusion of these classifications from classified service will allow the City to be better positioned against our direct competitors in the market who are able to hire without the delay caused by waiting to establish eligibility lists.

 

Currently, there are incumbents in four (4) of the classifications whose Civil Service status will change from classified to unclassified service. While the incumbents will no longer be covered under the jurisdiction of Civil Service rules, they will still be covered under the terms of the Unrepresented Compensation plan and City policies.  Below is a list of incumbents in the classifications.

 

 

FINANCIAL SUMMARY

 

There will be no financial impact to the City of Stockton as a result of the recommended action.
