ADOPT RESOLUTION TO AUTHORIZE THE FIRE COMPANY 2 EMERGENCY COMMUNICATIONS CENTER REMODEL PHASE 1 PROJECT

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Appropriate funds in the amount of $330,000 from the existing Emergency Communications Division sub-fund balance for Emergency Communications Center remodel costs associated with expanded dispatch operations.

 

2.                     Transfer funds in the amount of $330,000 from the Stockton Fire Department Emergency Communications Division sub fund to the Fire Company 2 Emergency Communications Division Remodel Phase 1, Project No. OM-26-011. 

 

3.                     Award a Construction Contract in the amount of $119,000, to Pridex Construction Group, Inc., dba PCG Engineering of Folsom, CA, for the Fire Company 2 Emergency Communications Division Remodel Phase 1, Project No. OM-26-011.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

On February 4, 2025, by Resolution No. 2025-02-04-1208, Council approved the participation of City of Stockton in the CENCAL Fire Emergency Medical Services Authority (CENCAL), a Joint Powers Authority (JPA) to provide regional ambulance transport and ambulance dispatch services within San Joaquin County. CENCAL has been selected by the San Joaquin County Emergency Medical Services Agency to provide exclusive ambulance transport services within exclusive operating area (EOA) Zones X and Y and to serve as the County’s designated emergency ambulance dispatch provider.

 

Under the JPA structure, CENCAL’s primary purpose is managing emergency medical transportation, including emergency ground ambulance services, 9-1-1 dispatch assistance, interfacility transport, and critical care transport.

 

The Stockton Fire Department’s Regional Emergency Communications Center (Dispatch Center), located at Fire Company 2, will serve as CENCAL’s subcontracted provider of countywide ambulance dispatch, significantly expanding its operations. Implementation of this expanded role will involve additional staffing which will require facility modifications to accommodate the increase in capacity.

 

On December 11, 2025, the City received four bids for this project. It is recommended that Council award a Construction Contract to the lowest responsive bidder, Pridex Construction Group, Inc., dba PCG Engineering, in the amount of $119,000. It is also recommended that Council adopt a resolution appropriating $330,000 from the Emergency Communications Division sub-fund balance to the Fire Company 2 Emergency Communications Division Remodel Phase 1, Project No. OM-26-011.

 

DISCUSSION

 

Background

 

On February 4, 2025, by Resolution No. 2025-02-04-1208, Council approved to enter into an agreement with the City of Lodi and the South San Joaquin County Fire Authority to join and participate in the CENCAL, a JPA. Under the JPA structure, CENCAL’s primary purpose is managing emergency medical transportation, including emergency ground ambulance services, 9-1-1 dispatch assistance, interfacility transport, and critical care transport. CENCAL has been selected by the San Joaquin County Emergency Medical Services Agency to provide exclusive ambulance transport services within exclusive operating area (EOA) Zones X and Y and to serve as the County’s designated emergency ambulance dispatch provider.

 

With CENCAL’s selection, SFD’s Dispatch Center will assume responsibility for countywide ambulance dispatch. The Dispatch Center needs additional personnel and facility modifications to accommodate the expansion of its operations.  The existing facility layout does not have adequate space to accommodate additional personnel. Modifications to the interior are required to support this expanded role and to provide workstations for additional dispatchers.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was not applied to this project as the estimated construction cost was less than $1 million.

 

Present Situation

 

The project will remodel a portion of the ECD to create dedicated workstations for the additional dispatchers. The space to be remodeled consists of two existing dorm rooms, which will be converted into a functional dispatch workspace. The project will also create a new breakroom by reconfiguring the existing locker room and will include upgrades to the existing bathroom.

 

This conversion will enable additional dispatchers to be located within the City’s fire dispatch center, improving coordination, communication efficiency, and responsiveness between, SFD, and County emergency dispatch services.

 

On November 19, 2025, the Fire Company 2 Emergency Communications Division Remodel Phase 1, Project No. OM-26-011, was advertised for bids. On December 11, 2025, four bids were received with the following results:

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, apply to this project. Application of the Local Business Preference has no effect on the bid order. The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract.

 

The bid from Pridex Construction Group, Inc., dba PCG Engineering, the lowest responsive bidder, is regular in all respects and has the proper license to perform the work. It is recommended that Council award a Construction Contract to Pridex Construction Group, Inc., dba PCG Engineering, in the amount of $119,000, for the Fire Company 2 Emergency Communications Division Remodel Phase 1, Project No. OM-26-011.

 

FINANCIAL SUMMARY

 

With the appropriation and transfer of funds, there will be sufficient funding to award a Construction Contract to Pridex Construction Group, Inc., dba PCG Engineering, in the amount of $119,000, with an additional project contingency of 20 percent ($23,800), to the Fire Company 2 Emergency Communications Division Remodel Phase 1 Project.
