RECOMMENDATION
 
It is recommended that the City Council adopt a resolution affirming the appointment of Kurt Wilson as City Manager for the City of Stockton and authorizing the Mayor, on behalf of the City Council, to enter into an agreement setting forth the terms and conditions of employment with Kurt Wilson, effective February 1, 2014.

DISCUSSION
 
Background
 
Following the November 1 retirement of City Manager Bob Deis, the City Council appointed Kurt Wilson as interim City Manager.  This interim appointment was authorized to maintain continuity of operations of the day-to-day business of the City while the City Council conducted a permanent City Manager recruitment.
 
Present Situation
 
On January 28, 2014 the City Council met in Closed Session and voted unanimously to appoint Kurt Wilson as the City Manager of the City of Stockton, contingent upon an employment contract being presented for approval at a public meeting.
 
The accompanying Resolution presents the Employment Contract for Mr. Wilson as Exhibit 1.  This Exhibit outlines the terms of condition of employment and is before the City Council for ratification.
 
FINANCIAL SUMMARY
 
The terms of the Employment Contract are consistent with the funds that have been budgeted for the position of City Manager in the fiscal year 2013-14 budget.  Because Mr. Wilson has been serving in the capacity of Interim City Manager and Deputy City Manager, cost savings have been realized and will continue to accrue until the Deputy City Manager position is filled.
