ADOPT A RESOLUTION DECLARING AND CERTIFYING THE RESULTS OF THE JUNE 2, 2026, CITY OF STOCKTON, PRIMARY MUNICIPAL ELECTION

RECOMMENDATION
It is recommended that the City Council adopt a resolution accepting the results of the June 2, 2026, City of Stockton, Primary Municipal Election as certified by the San Joaquin County Registrar of Voters.

Summary
The June 2, 2026, Primary Municipal Election included three seats on the Stockton City Council for Councilmembers representing Council Districts 1, 3, and 5. The State of California Elections Code requires the elections official to certify the results of the election to the governing body. Having received the canvass of votes from the San Joaquin County Registrar of Voters, the results are being presented to the City Council for acceptance.
DISCUSSION
State of California Election Code Sections 10262 through 10264 require the fact of the election and a statement of the results, which shall include the following, to be entered into the record and adopted by resolution:
1. The total number of votes cast in the city;
2. The names of persons voted for;
3. The measure(s) voted upon;
4. The offices for which each candidate was voted;
5. The number of votes given at each precinct to each person and for and against each measure; and,
6. The number of votes given in the city to each person and for and against each measure.
At the November 8, 2016, election, the City Charter was amended to provide for district-only voting to elect Councilmembers. If a candidate receives the majority of the votes cast by the voters of the district at the primary election, that candidate shall be deemed elected as Councilmember from that district.
Present Situation
The total number of votes cast in the City of Stockton election was 21,999. The results of the June 2, 2026, Primary Municipal Election are shown in the Primary Election Results Certification (Exhibit 1) of the resolution.
The names of the persons voted for, the offices for which they were voted, and the total number of votes given in the City to each person are as set forth in the Primary Election Results Certification prepared by the Registrar, attached hereto as Exhibit 1 to the Resolution.
The number of votes given to each person is as set forth in the Statement of Votes Cast - Pages 21 through 22 as prepared by the Registrar, attached hereto as Exhibit 2 to the Resolution, and incorporated herein.
No candidate in the race for District 1 received a majority of the votes cast. As such, District 1 candidates Michele Padilla and Tamica Small will advance to the General Municipal Election on the November 3, 2026.
No candidate in the race for District 3 received a majority of the votes cast. As such, District 3 candidates Michael Blower and Jessica Toccoli will advance to the General Municipal Election on the November 3, 2026.
No candidate in the race for District 5 received a majority of the votes cast. As such, District 5 candidates Brando Villapudua and Desiree Lynch will advance to the General Municipal Election on the November 3, 2026.
The Primary Election Results Certification (Exhibit 1) and Statement of Votes Cast (Exhibit 2) for the City of Stockton from the San Joaquin County Primary Municipal Election held on June 2, 2026, were prepared by the San Joaquin County Registrar of Voters, and are attached as exhibits to the resolution presented for adoption.
