It is recommended that the City Council adopt a resolution establishing a new classified/represented position of Animal Services Manager for the Stockton Police Department (SPD) and assign the salary range.

Summary
City Council is being asked to establish the proposed new single-incumbent classification titled Animal Services Manager and the proposed salary range. This position allocation has been incorporated into the budget for FY 2024-25.
DISCUSSION
Background
In May of 2024, the City Auditor Moss Adams LLP conducted an efficiency study of the City of Stockton Animal Shelter. The audit recommendation was to separate the four distinct functional operations and create a new classification specific to animal shelter management.
Classification: The proposed Animal Services Manager classification is a single, non-sworn management position that will reside within the SPD’s Animal Services section. If approved, the Animal Services Manager classification will be included in the Civil Service system and placed in the Mid-Management Level bargaining unit. In addition, the classification will be exempt under the Fair Labor Standards Act. The SPD plans to reclassify the current Police Services Manager overseeing the Animal Services section to the new Animal Services Manager position.
