RECOMMENDATION

 

It is recommended that the City Council approve a motion to: 

 

1.                     Authorize the City Manager to execute Professional Services Contract Amendment No. 7 in the amount of $998,640 with Architectural Nexus, Inc. for the Northeast Stockton Library and Community Center, Project No. CL17024.

 

2.                     Authorize the City Manager to execute Professional Services Contract Amendment No. 5 in the amount of $560,000 with Griffin Structures, Inc. for the Northeast Stockton Library and Community Center, Project No. CL17024.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

On August 21, 2018, by Resolution No. 2018-08-21-1401, Council authorized the award of a Professional Services Contract in the amount of $1,323,236 to Architectural Nexus, Inc. of Sacramento, CA, to design the Northeast Stockton Library and Recreation Center project. Six Professional Services Contract Amendments for additional services were approved with Architectural Nexus, Inc. for a total amount of $475,834.50.

 

On September 29, 2020, by Resolution No. 2020-09-29-1108, Council authorized the award of a Professional Services Contract in the amount of $890,000 to Griffin Structures, Inc. of Irvine, CA, for construction management services on the Northeast Stockton Library and Community Center project. Four Professional Services Contract Amendments extending Griffin Structures, Inc.’s services have been approved for a total amount of $601,673.

 

In April 2023, construction was suspended.  Subsequently, project concerns and issues were resolved leading the resumption of the project in September 2024.  Consequently, additional services are needed from Architectural Nexus, Inc. and Griffin Structures, Inc. for design support and construction management, respectively.

 

Staff negotiated Professional Services Contract Amendment No. 7 in the amount of $998,640 to extend services for construction completion and project closeout.  Staff also negotiated Professional Services Contract Amendment No. 5 in the amount of $560,000 for services needed through construction completion and project closeout.  Staff recommends approval of both amendments for the Northeast Stockton Library and Community Center, Project No. CL17024.  The total revised Professional Services Contract amounts, including previously approved amendments, will be $2,797,710.50 for Architectural Nexus, Inc. and $2,051,673 for Griffin Structures, Inc.  Both Professional Services Contract Amendments are being extended to expire on March 31, 2026.  The project is scheduled to be completed by fall 2025, weather permitting.

 

Council approval is required, as each of these contract changes, amendments, or renewal of change order authority exceed the administrative authority for change orders or amendments. The recommended actions do not increase project budget.   

 

DISCUSSION

 

Background

 

The Northeast Stockton Library and Community Center will provide citizens with critically needed services in the northeastern portion of Stockton. The new Northeast Stockton Library and Community Center will be located at 1461 Morada Lane, a 4.83-acre site located adjacent to the Ronald E. McNair High School (Attachment A). The library portion of the facility will include a combined circulation and reference desk, meeting rooms, a learning center, a children’s area, a teen area, and group and individual seating areas. The facility will also include a recreation area featuring a large gymnasium that will also serve as meeting or event spaces, locker/shower rooms, play areas, kitchen facilities, and an outdoor basketball court.

 

On August 21, 2018, by Resolution No. 2018-08-21-1401, Council authorized the award of a Professional Services Contract in the amount of $1,323,236 to Architectural Nexus, Inc. of Sacramento, CA, to provide design services for the Northeast Stockton Library and Recreation Center project. During design, six Professional Services Contract Amendments in the total amount of $475,834.50 were approved to facilitate floor plan design changes, additional coordination with furniture, fixtures, and equipment, photovoltaic systems design, expansion of outdoor basketball court, shade structure design, indoor and outdoor amenities, and providing design support during construction.

 

On September 29, 2020, by Resolution No. 2020-09-29-1108, Council authorized the award of a Professional Services Contract in the amount of $890,000 to Griffin Structures, Inc. of Irvine, CA, to provide construction management services on the Northeast Stockton Library and Community Center project. Four Professional Services Contract Amendments in the total amount of $601,673 have been approved for additional construction administration and schedule extensions.

 

On December 15, 2020, by Resolution No. 2020-12-15-1404, Council awarded a Construction Contract in the amount of $14,450,566 to Patriot Contracting, Inc. (Contractor) of Union City, CA, to construct the Northeast Stockton Library and Community Center project. Construction on the project began on March 30, 2021.  The project experienced delays due to supply chain issues, weather, unforeseen site conditions, and contractor and subcontractor issues.  As a result, construction was suspended on April 19, 2023.  After some time, project concerns and issues were resolved leading the resumption of the project on September 18, 2024.  On November 12, 2024, by Resolution No. 2024-11-12-1215, Council approved the Resumption Agreement with Patriot Contracting, Inc. The project is scheduled to be completed by fall 2025, weather permitting.   

 

Present Situation

 

The resumption of construction on the Northeast Stockton Library and Community Center project necessitates additional professional services from Architectural Nexus, Inc. and Griffin Structures, Inc. Public Works negotiated the following fee amounts:

 

                     $998,640 - Architectural Nexus, Inc.’s extended design services, which include additional support in reviewing/responding to contractor-generated Requests for Information, construction submittals, project meetings, additional design detailing and consulting, and project closeout (Attachment B).

 

                     $560,000 - Griffin Structures, Inc.’s extended services for construction management, including special inspections for steel structure repairs, third-party subscription to construction management digital platform, project meetings, general construction administration, and project closeout (Attachment C).

 

Professional Services Contract Amendment No. 7 with Architectural Nexus, Inc. and Professional Services Contract Amendment No. 5 with Griffin Structures, Inc. will incorporate the additional services and extend the contracts term through construction and project closeout or March 31, 2026. 

 

Staff recommends approval of Professional Services Contract Amendment No.7 in the amount of $998,640 with Architectural Nexus, Inc., and Professional Services Contract Amendment No. 5 in the amount of $560,000 with Griffin Structures, Inc. for the Northeast Stockton Library and Community Center, Project No. CL17024.

 

The total revised Professional Services Contract amounts, including previously approved amendments, will be $2,797,710.50 for Architectural Nexus, Inc. and $2,051,673 for Griffin Structures, Inc. 

 

FINANCIAL SUMMARY

 

There is sufficient funding in the Northeast Stockton Library and Community Center, Project No. CL17024, to approve Professional Services Contract Amendment No. 7 in the amount of $998,640 with Architectural Nexus, Inc. and Professional Services Contract Amendment No. 5 in the amount of $560,000 with Griffin Structures, Inc.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
