Receive information related to the Model Firearm and Ammunition Procurement Act for California Cities/Counties from the Brady United Organization and the Cleveland School Remember Organization and provide staff direction on any additional information the Council Legislation/Environmental Committee would like to receive and/or a recommendation for the City Council, if appropriate.

Summary
At the December 8, 2026, Legislation Environmental Committee meeting, members from Brady United Against Gun Violence and Cleveland School Remembers presented the Model Firearm and Ammunition Procurement Act for California Cities and Counties. The committee members directed staff to bring back information on staff concerns, historical context, and a draft ordinance for discussion.
DISCUSSION
Present Situation
Staff from the City Attorney’s office, Police Department, and Administrative Service have reviewed the ordinance as presented by Brady United Against Gun Violence and the Cleveland School Remembers organization (Attachment A). Attached are ordinances from several California cities that have adopted a resolution:
1. City of Los Angeles (Attachment B)
2. City of Oakland (Attachment C)
3. City of San Diego (Attachment D)
4. City of San Francisco (Attachment E)
Also attached is a chart comparing each of the ordinances listed above to the Brady model ordinance (Attachment F).
