It is recommended that the Legislation and Environmental Committee review and discuss Council Policy Chapter 2.07 - Flag Display Policy and if changes are desired, provide direction to staff.

Summary

 

Council Policy Chapter 2.07 - Flag Display Policy, describes the process by which the City displays flags.  It is recommended this policy be reviewed and discussed for potential changes.

 

DISCUSSION

 

Background

 

At the start of 2024, the Legislation Committee began to review the Council Policy Manual, prioritizing sections that were not reflective of current practice and sections that had not been updated in a significant period.  Council Policy Chapter 2.07 - Flag Display Policy (Attachment A) language was last updated November 5, 2019.

 

On May 13, 2025, the City Council approved two resolutions 2025-05-13-1201-01 (Attachment B) approving the flying of the Pride Flag for the first week of June and 2025-05-13-1201-02 (Attachment C) approving the flying of flags to commemorate the Untied States Military branches.

 

Present Situation

 

Councilmember Enriquez has requested the policy be brought to the Legislation and Environmental Committee for review and direction to staff if change is desired.

There is no direct financial impact from potential changes.
