Review co-pollutant inventory data for the Stockton region to be analyzed in the Stockton Comprehensive Climate Action and Adaptation Plan for forecasted reduction resulting from selected GHG mitigation actions.

The technical consultant will provide a presentation to review the identified and extracted co-pollutant emissions data applicable to the Stockon region for reduction impact analysis.

 

DISCUSSION

 

Background

 

Co-pollutants include criteria air pollutants (CAPs) and hazardous air pollutants (HAPs). CAPs include carbon monoxide (CO), ozone (O3), nitrogen dioxide (NO2), particulate matter (PM2.5 and PM10), sulfur dioxide (SO2), and lead (Pb, which is also a HAP). There are almost 200 HAPs, including lead, benzene, formaldehyde, and asbestos. CAPs and HAPs are found all over the United States and pose significant risks to public health, the environment, and property. The Clean Air Act requires the EPA to regulate both CAPs and HAPs.

 

The Stockton MSA extracted county-level CAP and HAP emissions data from EPA’s 2017 National Emissions Inventory (NEI) to act as a proxy for the region’s 2022 co-pollutant emissions. The NEI inventory is based primarily upon state, local, and tribal air agency data for sources in their jurisdictions and supplemented by data developed by the EPA. Although the 2020 NEI is the most current data available prior to the CCAP submission deadline, the 2017 NEI data aligns more closely with the GHG inventory base year, considering that 2020 was affected significantly by the COVID-19 pandemic. The Stockton MSA 2022 co-pollutant inventory includes particulate matter (PM2.5 and PM10), sulfur dioxide (SO2), carbon monoxide (CO), lead (Pb), ammonia (NH3), nitrogen oxides (NOX), volatile organic compounds (VOC), and various HAPs. Ozone itself is not included in the inventory because it is not directly emitted. However, nitrogen oxides (NOX), ammonia (NH3), and volatile organic compounds (VOCs) are ozone precursors and are included.

 

Co-pollutant emissions are presented by sector. Similarly to the GHG emissions projections, co-pollutant emissions sectors were assigned growth indicators to forecast emissions to the years 2030 and 2045.

 

 

Present Situation

 

The technical consultant will provide a presentation of San Joaquin County CAP and HAP emissions for 2017, which serve as the co-pollutant inventory for the Stockton Region CCAAP. Key sources of air pollutants in the region include agriculture, mobile on-road equipment, and mobile non-road equipment. Greenhouse gas reduction strategies for these sectors can also contribute to CAP and HAP reduction.
