ADOPT A RESOLUTION TO AWARD A CONSTRUCTION CONTRACT TO WEST VALLEY CONSTRUCTION COMPANY, INC. FOR THE CEDAR RIDGE WATER SERVICE LATERAL REPLACEMENT

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Approve the filing of Notice of Exemption No. NOE32-25 under the California Environmental Quality Act (CEQA) for the Cedar Ridge Water Service Lateral Replacement (Exhibit 1 to the Resolution).
2. Approve the project Plans and Specifications for the Cedar Ridge Water Service Lateral Replacement (Exhibit 2 to the Resolution).
3. Award a $144,130 construction contract to West Valley Construction Company, Inc. of Campbell, CA, for the Cedar Ridge Water Service Lateral Replacement (Exhibit 3 to the Resolution).
It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Municipal Utilities Department (MUD) is comprised of three enterprise funds including Water, Wastewater and Stormwater Utilities. The Water Utility provides clean water to more than 50,000 residential and commercial connections in north and south Stockton.
The water service pipelines servicing 78 residential dwellings at Cedar Ridge Condominiums in north Stockton were originally installed in the 1980s. Multiple emergency pipeline repairs have been necessary at this location. To prevent further damage to infrastructure and enhance system reliability, it is necessary to replace the remaining pipelines.
If approved by the City Council, this action will authorize a $144,130 construction contract to West Valley Construction Company, Inc., of Campbell, CA, for the Cedar Ridge Water Service Lateral Replacement.
DISCUSSION
Background
The residential water service lines for Cedar Ridge Condominiums were originally installed in the 1980s. Over time, these pipelines have deteriorated and needed multiple emergency repairs. Project UH21006 was created to replace the remaining service pipelines to improve system reliability.
On May 30, 2025, the Cedar Ridge Water Service Lateral Replacement project was advertised in the Stockton “Record” and on the City Bid Flash webpage. Additionally, staff mailed a notice with a brief project description to 91 contractors holding a Class “A” license. Staff also emailed companies that subscribe to receive Ask Stockton notifications of new requests for bids, proposals, and contracts.
Present Situation
On June 12, 2025, Soracco, Inc., and West Valley Construction Company, Inc. attended a non-mandatory pre-bid conference.
On July 3, 2025, the City Clerk publicly opened the following three sealed bids:

West Valley Construction Company, Inc. of Campbell, CA, submitted the lowest bid for $144,130. The bid is regular in all aspects and complies with the project specifications.
The Local Preference Ordinance, which states that “preference shall be given to the purchase of supplies, materials, equipment, and contractual services from local merchants, quality and price being equal,” does not impact the bid results.
If approved by the City Council, this action will award a $144,130 construction contract to West Valley Construction Company, Inc. of Campbell, CA, for the Cedar Ridge Water Service Lateral Replacement.
Local Employment Ordinance
The contract amount is over $100,000 and subject to the Local Employment Ordinance, which requires that “all City contracts for public works or improvements of estimated value or City subsidy of $100,000 or more shall contain provisions pursuant to which the contractor promises to make a good faith effort, with the assistance of local labor union hiring halls or community organizations designated by the City to employ qualified individuals who are, and have been for one year prior to the effective date of the contract, residents of Stockton in sufficient numbers so that no less than 50 percent of the contractor’s total construction workforce, including any subcontractor workforce, measured in labor work hours, is comprised of Stockton residents.”
The project is under $1,000,000 and not subject to the Community Workforce and Training Agreement.
Environmental Clearance
It has been determined that this project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) guidelines. As specified under Article 19, Section 15302, Class 2 (c) of the CEQA requirements, projects are exempt when they replace or reconstruct an existing public facility, are located on the same site as the structure replaced and will have substantially the same purpose and capacity.
In addition, the proposed project is consistent with the 2040 Stockton General Plan (Land Use Policy 6.3) because it improves existing utility services to ensure that all neighborhoods have access to well-maintained public facilities and utilities that meet community service needs.
If approved by the City Council, this action will prompt City staff to file and post the approved Notice of Exemption to comply with CEQA Guidelines section 15062.
FINANCIAL SUMMARY
There are sufficient funds in the Water Capital Improvement Budget (6518-000-800007-600-602-00-65-000-000) for Project No. UH21006 to award a $144,130 construction contract to West Valley Construction Company, Inc., for the replacement of water service laterals.
This action has no impact on the General Fund or any other unrestricted funds.
