It is recommended that the City Council adopt the proposed amendment to City Council Policy Chapter 4.06 - Roles and Rules as it pertains to Section 5 - Addressing the Council.

Summary

 

On May 18, 2026, the Council Legislation/Environmental Committee reviewed, provided direction, and forward a recommendation that Council adopt changes to Chapter 4.06 of the Council Policy Manual. Those changes are presented for the full Council’s consideration.

 

DISCUSSION

 

Background

 

At the start of 2024, the Council Legislation/Environmental Committee began to review the Council Policy Manual, prioritizing sections that were not reflective of current practice and sections that had not been updated in a significant period.  Council Policy Chapter 4.06 - Roles and Rules as it pertains to Section 5 - Addressing the Council was last updated December 13, 2013.

 

On March 19, 2026, the Council Legislation/Environmental Committee met and reviewed Council Policy Chapter 4.06 - Roles and Rules and provided direction to staff for amendments.

 

Committee directed amendments were made to the policy (Attachment A - Council Policy Chapter 4.06 - redline) and on May 18, 2026, the Council Legislation/Environmental Committee reviewed the policy amendment and voted to forward a recommendation to Council.

 

 

Present Situation

 

The recommended amendment to Council Policy 4.06 is now presented for adoption by the City Council.

There is no direct financial impact from potential changes.
