APPROVE MOTION TO AWARD A SERVICE CONTRACT FOR COMMUNITY CENTERS GYM FLOOR REFINISHING PROJECT

RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

2.                     Award a Service Contract in the amount of $157,200 to Old Growth Sport Floors, Inc. of West Sacramento, CA, for the Community Centers Gym Floor Refinishing, Project No. OM-24-124.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The City is responsible for maintaining the wood gymnasium floors at five City-operated community centers and one joint-use community center. To maintain the floor’s surface performance, each wood floor requires annual screening and recoating, and full sanding and refinishing every five years.

 

On October 9, 2025, the City advertised a Request for Proposals (RFP) for the Community Centers Gym Floor Refinishing, Project No. OM-24-124. On November 5, 2025, two firms submitted proposals for this project. The Selection Committee evaluated the proposals and found Old Growth Sport Floors, Inc. to be the most qualified and highest ranked firm.

 

It is recommended that Council approve a motion authorizing the City Manager to execute a Service Contract, in the amount of $157,200, with Old Growth Sport Floors, Inc. for the Community Centers Gym Flooring Refinishing, Project No. OM-24-124 (Attachment A).

 

DISCUSSION

 

Background

 

The City is responsible for maintaining the wood gymnasium floors at the Arnold Rue, Seifert, Van Buskirk, and Stribley Community Centers, the social hall at the Oak Park Senior Center, and the Merlo Gymnasium. These facilities experience constant, high-impact gym floor use from recreational programming, athletic leagues, classes, and community events, resulting in wear, loss of finish, and reduced surface performance. To maintain the floor’s surface performance, each wood floor requires annual screening and recoating, and full sanding and refinishing every five years.

Present Situation

 

The gym floors at Arnold Rue, Seifert, Van Buskirk, and Stribley Community Centers, the social hall at the Oak Park Senior Center, and the Merlo Gymnasium are due for these preventative maintenance services.

 

On October 9, 2025, the City advertised an RFP for the Community Centers Gym Flooring Refinishing, Project No. OM-24-124. On November 5, 2025, two proposals were received from the following firms:

 

                     Old Growth Sport Floors, Inc. (West Sacramento, CA)

                     Roy’s Flooring (Van Nuys, CA)

 

A Selection Committee comprised of Public Works and Community Services staff evaluated and ranked all proposals based on each firm’s experience with similar kinds of work, qualifications and cost. Old Growth Sport Floors, Inc. received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project.

 

It is recommended that Council approve a motion authorizing the City Manager to execute a Service Contract, in the amount of $157,200, with Old Growth Sport Floors, Inc. of West Sacramento, CA, for the Community Centers Gym Floor Refinishing, Project No. OM-24-124 (Attachment A).

 

Findings

 

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:

 

1.                     The City does not have the internal resources to provide wood floor refinishing services.

 

2.                     Screening, sanding, recoating, and refinishing wood gymnasium floors involves specialized equipment and work that requires an experienced, qualified contractor who has successfully provided services similar in frequency and scope.

 

3.                     Use of the RFP process is appropriate for this Service Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide professional, responsive, and timely service, which is in the public interest.

 

4.                     The City negotiated a contract following the solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

 

FINANCIAL SUMMARY

 

There are sufficient funds budgeted and available in the various Recreation and Senior Center accounts in both the Community Center Services Recreation fund (100-125) and the Measure M fund (210-00) to award a Service Contract, in the amount of $157,200, to Old Growth Sport Floors, Inc. for the project.
