Summary
This report is provided to inform the Civil Service Commission that the Director of Human Resources intends to amend the Fleet Manager classification in accordance with Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, which will include excludinge the Fleet Manager classification from the Civil Service system as approved by the City Council on October 18, 2016 pursuant to Stockton Municipal Code Section 2.36.060.
DISCUSSION
Background
The Director of Human Resources is amending the Fleet Manager classification to focus the job specifications on mid-management level responsibilities. These changes were requested by the Public Works Department to better align the expectations and qualifications of the classification with the operational needs of the department.
The current classification includes supervisory requirements that are no longer sufficient to support the needs of City Fleet Management. The amended class specification for Fleet Manager will have increased management oversight of the City’s Fleet Services Division and will be responsible for the citywide vehicle equipment maintenance program, which currently encompasses 27 employees with a Fiscal Year 2016-2017 budget of approximately $11.9 million. The incumbent will be responsible for formulating policy, developing goals and objectives, managing staff, providing leadership, administering the Internal Service Fund budget, and directing day-to-day operational activities of the Fleet Services Division.
As a result of these class specification changes, the Fleet Manager classification is being elevated from the supervisory level to the management level of B&C. In accordance with section 4.2 of B&C’s MOU “[M]id-Management Level positions do not have Civil Service status.” Representatives from B&C have reviewed the revised Fleet Manager classification and have concurred with the classification amendments, including placement at the management level, and exclusion from the Civil Service system.
Present Situation
The Fleet Manager position is currently vacant. Prior to filling the vacancy, the Director of Human Resources is amending the classification based on the operational needs of the Public Works Department. Recruitment for the Fleet Manager position will commence once all of the changes are finalized.
AUTHORITY
Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission; and pursuant to Stockton Municipal Code 2.36.060, of the action taken by City Council on October 18, 2016, excluding Fleet Manager from classified service.
