APPROVE MOTION TO EXECUTE A ONE-TIME PURCHASE FROM INVERIS TRAINING SOLUTIONS, INC. FOR AN AUGMENTED REALITY WEAPONS TRAINING SYSTEM IN AN AMOUNT NOT TO EXCEED $265,000

RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Authorize the City Manager to execute a one-time purchase from InVeris Training Solution, Inc (InVeris) for an augmented reality training system not to exceed $265,000;
2. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process; and
3. It is further recommended that the City Manager is hereby authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary
Funds for the Community Corrections Partnership (CCP) Task Force provided by state AB109 Public Safety Realignment are allocated by the San Joaquin CCP Committee. On May 13, 2025, Council approved Resolution No. 2025-05-13-1216, authorizing the Independent Contractor Agreement between San Joaquin County and City of Stockton in the amount of $4,815,412 for AB109 funding of the CCP Task Force. FATS Augmented Reality Training System (FATS) was approved as a one-time purchase within this agreement to enhance the Task Force training techniques. FATS is a product that will allow for a fast response to deficiencies and provide an avenue for remediation that the Task Force can emphasize to aid in current tactical and de-escalation strategies.
Staff recommends a one-time purchase from InVeris, not to exceed $265,000, for FATS training system.
DISCUSSION
Background
Augmented Reality (AR) allows the user to see the real environment they are in and blends it with computer generated virtual characters through the AR glasses. It's not a fully synthetic environment like Virtual Reality (VR) and doesn't give users motion sickness. FATS AR doesn't require any special facilities, cameras, or screens to set up. Everything needed to operate it is worn by the user along with a laptop. FATS AR allows trainers/users to walk through any building with the AR headset on and scan the layout into the computer. Once that building has been scanned it's saved for any future training. The software is fully customizable, allowing the trainer to modify the scenarios as appropriate.
The FATS AR Weapons Training System (FATS) is beneficial to all officers regardless of Assignment. FATS quick set up/take down time, quick reset of infinite fully customizable scenarios, real-time after-action reviews, portability, and the ability to be used anywhere will allow officers to get increased repetitions in a short amount of time and get immediate feedback.
Present Situation
Officers currently conduct firearms training on a static range with live ammunition. Scenario-based simunition weapons training is limited due to limited secure locations. Personnel are limited to the number of repetitions specific to this kind of training as it takes numerous role players, and setup/cleanup is time consuming. FATS can be used anywhere at anytime and will allow personnel increased opportunities and repetitions in training. FATS records all movement, including where the trainees eyes are focused, muzzle is pointing, rounds hit, and visible angles the operator and suspect can see.
Findings
Stockton Municipal Code section 3.68.070 provides for an exception to the competitive bidding requirements in cases wherein the City Council has made findings that support and justify the purchase via a single sole source.
Findings to support the purchase are as follows:
• FATS has quick set up/take down time, quick reset of infinite fully customizable scenarios, real-time after-action reviews, portability, and the ability to be used anywhere.
• FATS will allow for a fast response to deficiencies and provide an avenue for remediation the Department does not currently have.
• Simulators provide augmented reality solutions to enhance law enforcement performance, mission rehearsal, hostage rescue, active shooter response, and team tactics.
• FATS offers unparalleled realism, interactivity, and data-driven analysis for high-intensity training.
• FATS provides unlimited scenarios in any location to train in tactics and de-escalation techniques.
FINANCIAL SUMMARY
The total proposed cost is not to exceed $265,000 for a one-time purchase of FATS AR Training with InVeris. Funding is included in the FY 2025-26 AB109 CCP Grant.
