Summary
The technical consultant and City staff will provide a summary-level review of the public comments received on the CCAAP during the public comment period from March 21, 2026, to May 4, 2026.
DISCUSSION
Background
Included in the CCAAP development, the technical consultant and City staff allowed time for the public, City of Stockton, and all community members within the Stockton Metropolitan Statistical Area (MSA) to review the CCAAP document and provide feedback. The draft CCAAP was published online and launched at the March 21, 2026, community workshop held and the Civic Auditorium. The City’s community engagement partner (Little Manila Rising), the technical consultant (AECOM), and City staff assisted the public in review of the document which is approximately 400 pages with addendums. At the 3-hour workshop the project team took the time to answer any questions the attendees had about the CCAAP and the complex technical analysis within it. Workshop attendees were guided on how to access the plan and how to submit their comments online. Attendees were also given the opportunity to provide written comments on a physical comment card, if desired.
The community engagement partner (Little Manila Rising) also conducted outreach throughout the City by attending numerous events, tabling, crowd canvasing, and collaborating with different agencies, community-based organizations and government entities to present the draft plan and facilitate additional comments on the plan.
Present Situation
The City of Stockton received over 100 public comments on the draft CCAAP. The technical consultant and City staff are performing a thorough review of the comments received, which are provided in Attachment A, and will provide an overall response that will be included in the final CCAAP presented to City Council for adoption. A summary of the comments is included for discussion. Comments received in letter form were counted as 1 response.
