DISCUSSION
Background
The City of Stockton’s planning grant from the Environmental Protection Agency (EPA) Climate Pollution Reduction Grant (CPRG) program requires three major deliverables. The Priority Climate Action Plan (PCAP), the Comprehensive Climate Action Plan (CCAP) and a two-year status report. The PCAP serves as a draft for the CCAP.
Present Situation
The City of Stockton and the consultant AECOM will review the outline and requirements of the PCAP with the Climate Action Plan Advisory Committee (CAPAC). The PCAP will include sections 1) GHG inventory, 2) Quantified GHG reduction measures (five priority measures only), 3) Review of authority to implement and 4) Stakeholder engagement activities.
The CAPCA’s objective is to determine the five priority measures to include in the PCAP. The PCAP is due to the EPA Climate Pollution Reduction Grant program on November 1, 2025. City staff and the consultant will review the draft PCAP with the CAPAC at the October 2025 meeting.
