RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Authorize the City Manager to execute a two-year Cooperative/Piggyback Purchase Agreement between the City of Stockton and Safe Boats International, LLC (Safe Boats) for a police boat with accessories not to exceed $610,000;

 

2.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process; and

 

3.                     It is further recommended that the City Manager is hereby authorized and directed to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary

 

Funds for the Community Corrections Partnership (CCP) Task Force provided by state AB109 Public Safety Realignment are allocated by the San Joaquin County Community Corrections Partnership. On May 21, 2024, Council approved  Resolution No. 2024-05-21-1208, authorizing the Independent Contractor Agreement between San Joaquin County and City of Stockton in the amount of $3,537,691 for AB109 funding of the CCP Task Force. A program enhancement and one-time request for boats purchase in the amount of $775,000 was submitted to the CCP Executive Committee to amend the FY 2024-25 AB109 Independent Contractor Agreement and provide additional funds to the Task Force. The SPD was notified on July 17, 2024, that the CCP Executive Committee approved the Program Enhancement Request and the one-time boats funding. Council approved Amendment 1 to the Independent Contractor Agreement on August 20, 2024, with Resolution 2024-08-20-1224.

 

Staff recommends a two-year Cooperative/Piggyback Purchase Agreement (Attachment A) with Safe Boats, not to exceed $610,000 to purchase a customized police patrol boat with accessories.

 

DISCUSSION

 

Background

 

A vast majority of the unsheltered population live in homeless camps set up along the waterways located all throughout the City of Stockton and San Joaquin County. These homeless camps not only experience an increase in both violent and property crimes, but they also cause environmental damage and damage to infrastructure located on and near the waterways. Police boats would allow CCP Task Force officers to access locations that currently aren’t accessible by vehicle. The utilization of boating equipment will best serve this clientele and provide safe, effective opportunities to make contact with this population.

 

The San Joaquin County Sheriff’s Boating Unit was consulted about the types of boats needed to access the different types of waterways located in our jurisdiction and which can also transport the appropriate amount of personnel to accomplish our operational needs. A patrol boat would allow access to the different types of waterways in the county. The boats would be similar to those the San Joaquin County Sheriff’s Department currently deploys. The boats are purpose-built for law enforcement and are made-to-order to meet each agency’s operational needs.

 

The proposed patrol boat is a Safe Boats 27 Walk Around Cabin (WAC). This boat is currently used by numerous law enforcement agencies and first responders including the San Joaquin Sheriff’s Office, Sacramento Sheriff’s Office, and US Coast Guard. The patrol boat would be berthed in a slip on the Delta waterway.

 

Present Situation

 

The approved program enhancement and one-time request for boat purchases for $775,000 included funding for a 27ft. Safe Boats Patrol Boat, a 20 ft. Wooldridge XL Shallow Water Boat, a HydroHoist or Jetdock, storage, service and maintenance, and training related to the boats. Safe Boats will send an instructor from their factory to Stockton to provide a 2-day familiarization training for up to 10 students. Funding in the amount of $610,000 for the Safe Patrol Boat is included in the program enhancement. On-going fuel costs are included as a general fund expense.

 

Findings

 

Stockton Municipal Code section 3.68.070 provides for an exception to the competitive bidding requirements in cases wherein the City Council has made findings that support and justify the purchase via a sole source vendor. Findings to support the purchase are as follows:

 

1.                     Safe Boats International, LLC vessels are purpose-built specifically for law enforcement and custom made for each agency, and must be purchased directly from the manufacturer.

 

2.                     There is not another boat manufacturer that can customize this specific water vessel for law enforcement.

 

It is recommended that Council approve a motion authorizing the purchase of the Safe Patrol Boat in the amount of $610,000.

 

FINANCIAL SUMMARY

 

Funding in the amount of $610,000 is provided through the Community Corrections Partnership (CCP) Task Force Amendment (2024-08-20-1224) and has been budgeted in the SPD Special Grant Account.
