Summary
The Measure A Citizens’ Advisory Committee was established to provide independent oversight of Measure A revenues and expenditures pursuant to the City of Stockton Measure Advisory Committee Charter (Resolution No. 2013-10-08-1505) and adopted Bylaws.
The Committee is responsible for reviewing financial activity associated with Measure A (Public Safety Transaction and Use Tax) and reporting findings to the City Council on a periodic basis to ensure transparency and accountability in the use of voter-approved funds dedicated to public safety services.
The attached Annual Report covers the period July 1, 2018, through June 30, 2024, and includes:
• Summary of Measure A revenues over the reporting period
• Expenditure allocations supporting Police and Fire services
• Programmatic and operational uses of Measure A funding
• Staffing and service levels supported by Measure A resources
• Long-term fiscal trends impacting Measure A revenues, including sales tax performance
• Committee observations regarding the administration and use of Measure A funds
This multi-year report provides a comprehensive review of Measure A financial activity and related public safety investments over the six-year reporting period.
Background
Stockton voters approved Measure A on November 5, 2013, establishing a ¾-cent general transaction and use tax effective April 1, 2014. At the same election, voters approved Measure B, an advisory measure recommending that 65% of Measure A funds be used for law enforcement and crime prevention services through the implementation of the Marshall Plan, and that the remaining 35% be used for the City’s efforts to exit bankruptcy and support City services.
Ordinance 2013-07-09-1601 established a seven-member Citizens’ Advisory Committee appointed by the City Council. The Committee reviews expenditures of the additional General Fund revenues generated by Measure A. The specific requirements for this Annual Report are outlined in detail below.
As part of the City’s commitment to accountability and transparency regarding the expenditures of the Measure A tax proceeds, the City adopted Resolution No. 2014-10-08-1505 establishing the Committee Charter. The Committee subsequently adopted By-Laws establishing its objectives and duties. A principal responsibility outlined in Section 2.2.3 of the Charter and Section 9 of the By-Laws is the preparation and adoption of an Annual Report to be presented to the City Council regarding compliance with the purposes established in Measures A and B.
Charter section 2.2.3 reads as follows:
“The Committee shall present to the City Council, in public session, an annual written report, which shall include the following:
a) A statement indicating whether the City is in compliance with the purposes set forth in the applicable ballot measures with respect to the tax proceeds;
b) A review of tax revenues and expenditures to verify that amounts collected were expended for the purposes set forth in the applicable ballot measure with respect to the tax proceeds;
c) A review of the City’s progress in implementing the recommendation of the Marshall Plan on Crime, including the hiring of 120 additional police officers and other investments; and
d) A summary of the Committee’s Proceedings and activities for the Preceding Year.”
The Committee approved the FY 2017-18 Annual Report on October 16, 2019, and it was presented to the City Council on November 5, 2019.
The Committee elected to form a subcommittee to draft future annual reports using informational materials provided by the City and auditors. At the March 20, 2019, and June 11, 2021, Committee meetings, members appointed a subcommittee to prepare annual reports for FY 2018-19 and FY 2019-20. Since then, the subcommittee has submitted no draft reports, and additional fiscal year reports are now overdue.
Present Situation
At its meeting on April 30, 2025, the Measure A Citizens’ Advisory Committee approved Motion No. 2025-04-30-0403-01 adopting the Measure A Annual Report covering the period July 1, 2018, through June 30, 2024.
The Committee’s approval reflects its review and concurrence with the report's contents prior to submission to the City Council.
Financial Summary
There is no fiscal impact associated with the receipt and filing of the Annual Report. All financial information contained within the report reflects previously adopted budgets and actual expenditures during the reporting period.
