ADOPT RESOLUTION TO AUTHORIZE THE MORMON SLOUGH SANITARY SEWER REHABILITATION PROJECT (DISTRICT 6)

RECOMMENDATION
It is recommended that the City Council adopt a resolution to:
1. Approve the plans and specifications for the Mormon Slough Sanitary Sewer Rehabilitation, Project No. UW18030.
2. Award a Construction Contract in the amount of $2,978,000 to K. J. Woods Construction, Inc. of South San Francisco, CA, for the Mormon Slough Sanitary Sewer Rehabilitation, Project No. UW18030.
It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Municipal Utilities Department (MUD) has implemented a Condition Assessment Program for the City’s sewer infrastructure comprised of Closed-Circuit Televised Video (CCTV) inspection, pipe cleaning, and engineering evaluation. This program generates a prioritized list of sewer replacement and/or rehabilitation projects for inclusion in the City’s Capital Improvement Program (CIP). The program identified a 24-inch diameter sewer line along Mormon Slough between Sierra Nevada Street and Bieghle Avenue for rehabilitation and/or replacement (Attachment A). The project will replace approximately 2,428 linear feet of 24-inch diameter sewer line with a 30-inch sewer line. The project was included in the 2018-2023 Five-Year CIP.
On July 16, 2026, the City received six bids for this project. It is recommended that Council award a Construction Contract to the lowest responsible bidder, K. J. Woods Construction, Inc., in the amount of $2,978,000. It is also recommended that Council approve the plans and specifications for the project.
Construction is anticipated to be completed by July 2027.
DISCUSSION
Background
The MUD has implemented a Condition Assessment Program for the City’s sewer infrastructure comprised of CCTV inspection, pipe cleaning, and engineering evaluation. This program generates a prioritized list of sewer replacement and/or rehabilitation projects for inclusion in the City’s CIP. The program identified a 24-inch diameter sewer line along Mormon Slough between Sierra Nevada Street and Bieghle Avenue for rehabilitation and/or replacement (Attachment A). The project will replace approximately 2,428 linear feet of 24-inch diameter sewer line with a 30-inch sewer line. The project was included in the 2018-2023 Five-Year CIP.
On April 2, 2019, by Motion No. 2019-04-02-1111, Council authorized award of a Professional Services Contract, in the amount of $123,999.97, to Kjeldsen, Sinnock & Neudeck, Inc. of Stockton, CA, for professional design services of the Mormon Slough Sanitary Sewer Line Rehabilitation, Project No. UW18030.
Three Professional Services Contract Amendments were subsequently approved by Council or administratively to enhance the project and/or comply with recent updates to the City’s Wastewater Master Plan.
On January 26, 2021, by Motion No. 2021-01-26-1211, Council approved Professional Services Contract Amendment No. 1, in the amount of $81,386.71, for additional design services. These services were necessary to upsize a segment of the Mormon Slough pipeline from 24 to 30 inches in accordance with the City’s Wastewater Master Plan.
On April 28, 2022, the City Manager administratively approved Professional Services Contract Amendment No. 2, in the amount of $73,386, for additional design and geotechnical services. These services were necessary to include a new segment of pipe downstream of the project to advance repairs along this segment and to gain better pricing through economies of scale.
On December 9, 2025, by Motion No. 2025-12-09-1215, Council approved Professional Services Contract Amendment No. 3, in the amount of $92,000, for additional design services and to extend the contract expiration date to June 30, 2027. These services were necessary to realign a portion of the Mormon Slough pipeline as required by the California Central Valley Flood Protection Board, a permitting agency.
On October 17, 2023, by Resolution No. 2023-10-17-1213, Council adopted the Final Initial Study/Mitigated Negative Declaration and Mitigation Monitoring Reporting Program and authorizing the filing of a Notice of Determination under the California Environmental Quality Act for the Mormon Slough Sanitary Sewer Line Rehabilitation project. The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402.
On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024. On August 20, 2024, by Motion No. 2024-08-20-1203, Council extended the CWTA term to August 25, 2029. The CWTA was applied to this project as the estimated construction cost exceeds $1 million.
Present Situation
On June 2, 2026, the Mormon Slough Sanitary Sewer Rehabilitation, Project No. UW18030, was advertised for bids. On July 16, 2026, six bids were received with

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, apply to this project. Soracco, Inc. is located within County limits and is entitled to a two percent bid preference. Application of the Local Business Preference has no effect on the bid order. The Local Employment Ordinance, SMC section 3.68.095 also applies to this contract.
The bid from K. J. Woods Construction, Inc., the lowest responsible bidder, is regular in all respects and has the proper license to perform the work. It is recommended that Council approve the plans and specifications and award a Construction Contract to K. J. Woods Construction, Inc., of South San Francisco, CA, in the amount of $2,978,000, for the Mormon Slough Sanitary Sewer Rehabilitation, Project No. UW18030.
Construction is anticipated to be completed by July 2027.
FINANCIAL SUMMARY
There is sufficient funding available in the Mormon Slough Sanitary Sewer Rehabilitation, Project No. UW18030, to award a Construction Contract to K. J. Woods Construction, Inc. in the amount of $2,978,000.
