Staff recommends that the City Council adopt by resolution the proposed redline changes to Chapters 3.02, 3.08, and 3.10 of the Council Policy Manual.

Summary

 

On November 20, 2024, the Council Legislation/Environmental Committee reviewed, provided direction, and forwarded a recommendation that Council adopt changes to Chapters 3.02, 3.08, and 3.10 of the Council Policy Manual regarding censure. Those changes are now presented for the City Council’s consideration.

 

DISCUSSION

 

Background

 

In December 2023, the Legislation/Environmental Committee reviewed and discussed revisions to the entire council policy manual. On October 23, 2024, the Committee was presented with information regarding Term Limits for Boards and Commissions and following review and discussion, the Committee directed staff to make the following changes: 

 

                     Remove Term Limits

                     Include Language to ensure members must reapply and be reconsidered prior to reappointment

                     In Chapters 3.08 and 3.10 change term length from 2 to 4 years

 

On November 20, 2024, these changes were presented to the Committee, with exception to the term length for Chapter 3.10 which was enacted by the Measure M Ordinance adopted by the citizens of Stockton at the November 8, 2016, General Municipal Election and cannot be altered. After review, the Committee recommendation was forwarded to Council. Those changes are reflected in Attachments A, B, and C.

 

Present Situation

 

In accordance with Committee direction, staff presents proposed redline changes which reflect the Committee’s recommended changes to Council Policy Manual Chapters 3.02, 3.08, and 3.10 for review and consideration.

 

 

 

 

Conclusion

 

Staff recommends that the City Council adopt by resolution the proposed redline changes to Chapters 3.02, 3.08, and 3.10 of the Council Policy Manual regarding censure.
