RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to award the five-year contract On-Call Large Line Inspection and Cleaning Services, Project No. PUR 26-033, to Pipe and Plant Solutions Inc. (PPSI) of Hayward, CA, for inspections and cleaning within the citywide sewer collection systems, in an amount not to exceed $2,000,000.

 

It is further recommended that the City Manager be authorized to take all necessary and appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) staff maintain, inspect, and repair citywide collection systems as part of the regular maintenance program required to safely transport wastewater to City-owned and operated facilities for treatment.

 

To perform large-line pipe inspections and cleanings for routine sewer maintenance, as well as camera inspections to support City capital investment projects, MUD staff advertised a public invitation for sealed bids for the On-Call Large Sewer Line Inspection Services, Project No. PUR 26-033.

 

If approved, this action will award the five-year contract to PPSI of Hayward, CA, for on-call large line inspection and cleaning services (Exhibit 1 to the Resolution) in an amount not-to-exceed $2,000,000.

 

DISCUSSION

 

Background

 

The Municipal Utilities Department (MUD) Wastewater Utility features a sanitary sewer collection system comprising approximately 900 miles of gravity sewer main, 554 miles of lower lateral pipe, 27 pump stations, and 30 miles of pressurized force main that route sewage to the Regional Wastewater Control Facility (RWCF) for treatment.

 

The system collects sewage from properties within the City, special districts outside the City, and certain areas within San Joaquin County.

 

The City’s sewer system includes pipelines of various sizes, up to 84 inches in diameter. MUD staff routinely inspect and clean sewer lines smaller than 18 inches as part of ongoing maintenance and response programs. However, pipelines larger than 18 inches require specialized equipment and procedures to perform industry-standard camera inspections and cleaning. These specialized inspections must follow standards established by the National Association of Sewer Service Companies (NASSCO) and are also necessary to support MUD capital investment projects and meet state reporting requirements.

 

Contracting for these services allows staff to complete large-diameter pipeline inspections and cleaning efficiently and in compliance with industry standards, supporting both routine maintenance activities and capital project needs.

 

Present Situation

 

On June 2, 2026, the City advertised the Invitation for Sealed Bids for Large Sewer Line Inspection Services, Project No. PUR 26-033.

 

On July 9, 2026, the City Clerk publicly opened the following responsive bids:

Pipe and Plant Solutions, Inc., the lowest responsive bidder, submitted a complete and compliant bid.

 

Bids were solicited to establish rates for potential on-call services, with estimated quantities provided solely for evaluation purposes. Work will be performed on an as-needed basis, and no minimum amount of work is guaranteed.

 

Staff recommend awarding the five-year contract to Pipe and Plant Solutions, Inc. for on-call large line inspection and cleaning services in an amount not to exceed $2,000,000.

 

FINANCIAL SUMMARY

 

There are sufficient funds in the Wastewater Collections Division account 6520-000-630006-610-000-00-65-000-000 to cover on-call services for FY2026-27. Funding for subsequent years and future capital investment projects will be budgeted in the same accounts and subject to City Council approval during the annual budget process.

 

This action has no impact on the General Fund or on any other unrestricted funds.
