RECOMMENDATION
It is recommended that the City Council adopt a resolution ratifying the appointment of Mario Enriquez to the Measure W Oversight Committee for a term beginning immediately and ending on January 31, 2025.

DISCUSSION
Background
The Measure W Oversight Committee was established April 26, 2005, by City Council Resolution 05-0171 pursuant to the Stockton Safe Neighborhood Gang and Drug Prevention Police/Fire Response Measure Program Guidelines. The Committee is tasked with insuring that monies received from the sales and use tax enacted based on Measure W are being spent in accordance with the requirements outlined in the Measure. The Committee considers oral reports by City staff and other involved persons concerning the use of Measure W monies, reviews the annual audit and adopts an annual report which is presented to the City Council.
Eligibility Requirements
Members who desire to serve on this committee must reside within the City’s geographic boundary and not be an employee, vendor, contractor, or consultant actively conducting business with the City. After appointment to the committee, members must complete a Statement of Economic Interest form 700 within 30 days of appointment. Terms of service are for two years, and members shall serve no more than two terms.
Present Situation
Councilmember Villapudua reviewed active applications on file received by the Clerk’s Office. After review is recommending for Council ratification the replacement of current appointee, Raymond Zulueta with Mario Enriquez. Upon Council adoption Mr. Enriquez will take over the term effective immediately and will complete what will be considered a full term on January 31, 2025.
FINANCIAL SUMMARY
There is no direct fiscal impact with this appointment as the members of this committee receive no remuneration.
