It is recommended that the Council Legislation Environmental Committee discuss the proposed amendment to Chapter 3.02 of the Council Policy Manual regarding Council and Mayoral appointments to committees, boards, and Commissions and provide direction to staff.

Summary
On January 27, 2026, Councilmember Enriquez requested staff return with the proposed amendments to Council Policy 3.02 - City Council and Mayoral appointments to committees, boards, and commissions (Attachment A - CPM 3.02 - redline) for discussion and potential direction to staff.
DISCUSSION
Background
During the August 25, 2025, Council Legislation/Environmental Committee Meeting, proposed changes to Chapter 3.02 were discussed by the Committee and direction was received by staff regarding modification to the policy as follows:
• Add a requirement that Councilmembers must select their direct Commission appointees within 90 days of the completion of the recruitment by the City Clerk
• Should the Councilmember not make a selection in the time required, the City Clerk will place a staff report on the Council agenda of the qualified applicants for consideration by the full Council under the ranked procedures used for appointments where interviews are required.
On September 15, 2025, the Council Legislation/Environmental Committee reviewed, provided direction, and forward a recommendation that Council adopt changes to Chapter 3.02 of the Council Policy Manual. Those changes were presented for the full Council’s consideration on November 4, 2025. Council did not approve the changes.
Present Situation
At the January 27, 2026, Council meeting, Councilmember Enriquez directed staff to return with the proposed amendments to Council Policy 3.02 - City Council and Mayoral appointments to committees, boards, and Commissions, for further discussion and possible direction.
Council Policy 4.02.010 subsection (7) states:
Other than for legally required second readings, no agenda item that the Council has voted on at a Council meeting shall appear on the agenda again so as to present the same or substantially the same question for Council consideration unless any one of the following has occurred:
A) A motion for reconsideration regarding the item has been passed pursuant to Rosenberg's Rules of Order.
B) Six months have passed since the last meeting at which the item was voted on.
C) A majority of the entire Council membership has requested to have the item on the agenda again.
In accordance with the directions received but subject to the limitations of CPM section 4.02.010, the amendments have been brought back to the Council Legislation and Environmental Committee for discussion and possible direction.
