RECOMMENDATION
It is recommended that the City Council adopt a resolution authorizing Contract Amendment No. 1 with Univar Solutions USA LLC for the purchase of sodium hypochlorite for wastewater treatment in the amount of $521,000 for a total contract amount not to exceed $2,324,000.
It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of the resolution.

Summary
The Municipal Utilities Department (MUD) staff operate and maintain the Regional Wastewater Control Facility (RWCF), an advanced tertiary wastewater treatment facility with a 55 million-gallon per day (MGD) capacity located adjacent to the San Joaquin River.
The RWCF currently uses sodium hypochlorite for disinfection at the tertiary plant in the wastewater treatment process. Sodium hypochlorite is also used for cleaning during the disc filter operation process that was installed as part of the new RWCF Modifications Project.
After a review of the average monthly usage of sodium hypochlorite during the first eight months of the fiscal year, staff determined that an increase in sodium hypochlorite usage will require an additional $521,000 in contract funding to ensure sufficient chemical purchases throughout the remainder of the fiscal year.
If approved by the City Council, Contract Amendment No. 1 (Exhibit 1 to the Resolution) will revise the not-to-exceed contract amount to $2,324,000.
DISCUSSION
Background
Sodium hypochlorite is a highly effective and cost-efficient disinfectant used in tertiary treatment to remove pathogens, control odors, and ensure compliance with treated wastewater discharge requirements.
On May 13, 2025, the City Council adopted Resolution 2025-05-13-1215 authorizing a contract with Univar Solutions USA LLC (Univar) in the amount of $1,803,000 for the purchase of sodium hypochlorite for wastewater treatment. Over the past year, sodium hypochlorite usage at the RWCF has increased significantly. This increase is attributed to chemical use by new RWCF Modifications Project treatment processes.
Present Situation
Staff reviewed the contract balance available for the purchase of sodium hypochlorite through June 30, 2026, and determined that an additional $521,000 is needed to procure sufficient supply for continued wastewater treatment, ensuring effective disinfection prior to discharge. If approved, Contract Amendment No. 1 will increase the total contract amount not to exceed $2,324,000.
FINANCIAL SUMMARY
There is sufficient budget in account number 6513-000-650005-610-000-00-65-000-000 for the Fiscal Year 2025-26 to purchase the necessary chemical.
This action has no impact on the General Fund or any other unrestricted fund.
