RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve the filing of Notice of Exemption No. 13-26 under the California Environmental Quality Act (CEQA) for the 14-Mile Slough Pump Station Discharge Modifications, Project No. UW20022 (Exhibit 1 to the Resolution).

 

2.                     Approve the project specifications for the 14-Mile Slough Pump Station Discharge Modifications, Project No. UW20022.

 

3.                     Award a $554,551 construction contract to Ace-High Engineering of Brentwood, California, for the 14-Mile Slough Pump Station Discharge Modifications, Project No. UW20022 (Exhibit 2 to the Resolution).

 

It is further recommended that the City Manager be authorized to take all necessary and appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department operates 28 sewer pump stations to move wastewater from low lying areas to the Regional Wastewater Control Facility (RWCF) for treatment. The 14-Mile Slough Sanitary Sewer Pump Station, located in northwest Stockton, serves the Collection System No. 10 area and plays an important role in supporting wastewater flows. Recent analysis identified the need for system modifications and testing to improve pump performance.

 

If approved, this action will authorize the award of a construction contract in the amount $554,551 to Ace-High Engineering of Brentwood, CA.

 

DISCUSSION

 

Background

 

Sewer pump stations are essential to Stockton’s wastewater system, moving sewage from lowlying areas to higher elevations so it can reach treatment facilities and preventing backups across the city.

 

The 14Mile Slough Sanitary Sewer Pump Station, located in northwest Stockton, was built in the early 1990s as an interim facility for the Collection System No. 10 service area and was upgraded in 2007 to increase capacity as development expanded.

 

Pump failures and rising maintenance needs have reduced the station’s reliability and prompted further evaluation and testing to identify operational issues.

 

When water is moving through a pipe and a pump shuts off quickly-or a valve closes fast-the sudden stop sends a shock wave through the system. That shock wave, called water hammer, can create very high pressure that may damage pipes, pumps, or fittings over time.

 

In September 2024, Carollo Engineers Inc. completed a surge analysis to assess the effects of water hammer on the system, and the results indicate the need for discharge modifications to support flow performance testing.

 

These modifications will allow safe and accurate testing of pump performance and system assumptions while reducing the risk of pump failure at this critical facility.

 

Present Situation

 

On February 27, 2026, staff advertised the project in the Stockton Record and on the City’s Bid Flash webpage. Additionally, a notice with a brief project description was mailed to 110 contractors holding a Class “C-A” license and notifications were sent Ask Stockton subscribers.

 

Fourteen prospective bidders attended the mandatory pre-bid conference on March 11, 2026, and field visit.

 

On March 26, 2026, the City Clerk received and publicly opened four sealed bids with the following results:

The bid submitted by Ace-High Engineer of Brentwood, California is regular in all aspects and complies with the project specifications.

 

It is recommended that the City Council award a construction contract in the amount of $554,551 to Ace-High Engineering of Brentwood, California for the 14-Mile Slough Pump Station Discharge Modifications, Project No. UW20022.

 

Local Employment Ordinance

 

The Local Preference Ordinance (Stockton Municipal Code, Section 3.68.090) is not applicable to this contract because none of the bidders have physical business locations within Stockton or San Joaquin County.

 

The Local Employment Ordinance (Stockton Municipal Code Section 3.68.095) does apply because the contract amount exceeds $100,000. The ordinance requires contractors to make a goodfaith effort, with assistance from local labor unions or Citydesignated community organizations, to employ qualified Stockton residents so that at least 50 percent of all construction labor hours- including subcontractors-are performed by residents who have lived in Stockton for at least one year prior to the contract’s effective date.

 

The project is under $1,000,000 and not subject to the Community Workforce and Training Agreement.

 

Environmental Clearance

 

This project is categorically exempt from the California Environmental Quality Act (CEQA) under Article 19, Section 15301(b), because it involves an existing public facility that provides sewerage service with negligible or no expansion of use.

 

The proposed project also complies with Government Code Section 65402 and the 2040 Stockton General Plan (Land Use Policy 6.3) by improving existing utility services to ensure all neighborhoods have access to wellmaintained public facilities and utilities that meet community needs.

 

FINANCIAL SUMMARY

 

There are sufficient funds in capital improvement project UW2022 - 14-Mile Slough Pump Station Discharge Modifications, account number 6518-000-800007-610-612--00-65-000-000, to award a construction contract to Ace-High Engineering in the amount of $554,551.

 

This action has no impact on the General Fund, or any other unrestricted funds.
